Adaptive Bitrate Streaming: What It Is and How It Works

Adaptive bitrate streaming switches among pre-encoded video versions as network and playback conditions change. Learn how the player chooses, what HLS and DASH mean, and where ABR’s limits are.

Adaptive bitrate streaming (ABR) lets a video player switch among versions of a video encoded at different bitrates, aiming to balance picture quality with smooth playback as network and device conditions change. It cannot create a higher-quality version than the service provides, or guarantee uninterrupted playback when the connection cannot keep up.

What is adaptive bitrate streaming?

ABR is a playback technique: a service prepares multiple renditions of the same media, and the player chooses which rendition to request as playback proceeds. The Internet Engineering Task Force (IETF) defines it as “a commonly used technique for dynamically adjusting the media quality of a stream to match bandwidth availability” in RFC 9317, published in September 2022.

A rendition is an encoded version of the content, typically one option in a bitrate ladder. Higher-bitrate versions can preserve more detail, while lower-bitrate versions use less data. The player selects from the versions actually made available; ABR does not upscale a low-resolution source into genuine higher-quality media.

How does adaptive bitrate streaming work?

1. The service encodes and packages multiple renditions

The source video is encoded into a set of versions with different bitrates and, often, resolutions. A manifest or playlist tells the player what options are available and where to find the media. The offered set can reflect delivery policy as well as what was encoded: a server may change which bitrate choices appear in subsequent manifests.

2. The player requests media in segments

With common HTTP-based delivery such as HLS or MPEG-DASH, the media is divided into segments that the client requests as needed. The player tracks how quickly requested data arrives and how much playable content remains in its buffer. To keep playback going, incoming data must replenish the buffer before it runs out.

3. The player estimates conditions and chooses a rendition

The client can estimate available throughput from the rate at which media downloads successfully. It may also account for buffer fill, memory, CPU, screen size, or other device capabilities. It then chooses among the offered renditions for subsequent media. There is no single universal ABR algorithm: implementations and the metrics they prioritize vary.

4. The player adapts as conditions change

If data arrives more slowly, the player may request a lower-bitrate rendition to reduce the chance of the buffer emptying. If conditions improve, it may move back to a higher-bitrate option. Switching can therefore change visible quality, and the choice may favor continuity, image quality, startup behavior, or another objective depending on the implementation.

Why does streaming quality keep changing?

The player is responding to its estimates of the connection and playback state. Available network capacity can vary, particularly on wireless connections, and a recent download rate does not perfectly predict the next segment’s delivery. A player may lower quality to protect the buffer, then raise it when it judges that faster downloads are sustainable.

Device limits and the service’s available rendition ladder also matter. A capable connection cannot unlock a rendition that was not offered, and a powerful device cannot make the network deliver faster. A speed test is only a snapshot and does not by itself tell the player how quickly each media segment will arrive during viewing.

What is the difference between HLS and MPEG-DASH?

ABR describes the adaptation approach. HLS and MPEG-DASH are separate delivery specifications commonly used to provide segmented adaptive playback; they are not two names for the same protocol.

Technology What it is Practical point
HLS Apple’s HTTP-based technology for delivering live and on-demand audio and video. Apple documents playlists with alternate streams at different bitrates and intelligent switching as bandwidth changes. See Apple’s HLS documentation.
MPEG-DASH MPEG’s Dynamic Adaptive Streaming over HTTP standard, ISO/IEC 23009. MPEG describes it as supporting live and on-demand streaming over existing Internet infrastructure. See MPEG’s MPEG-DASH standards page.

Which is appropriate depends on the target service, player, platform, codecs, and packaging workflow. The standards alone do not establish a complete current device-compatibility list or a universal winner. Live latency also depends on the delivery mode and configuration; ordinary segmented delivery and low-latency variants have different constraints.

What ABR can—and cannot—do

  • It can balance quality and continuity: a lower bitrate may help the player keep the buffer supplied when throughput falls; a higher rendition can use improved conditions when available.
  • It can make quality variation visible: switching down can soften detail or reduce resolution, while choosing too aggressively can still leave the buffer short and cause a stall.
  • It cannot exceed the available connection or media: the player cannot reliably request data faster than the path can deliver, or select quality absent from the rendition set.
  • It cannot eliminate every interruption: estimates can be noisy, conditions can change quickly, and device capabilities can constrain playback.

Claims about how a particular streaming service selects quality require evidence about that service and its player. General ABR behavior does not prove that every platform uses the same strategy.
