It depends on where the stutter appears. The video file may be stuttering before it reaches your stream, your encoder or saved recording may be dropping frames, or viewers may be buffering even though your output is smooth. First identify whether the problem appears in the source, encoder preview, local recording, or remote playback; each points to a different cause.
Where do you see the stutter?
Check the same moment in each available view: the video file playing on your computer, your encoder preview, a local recording or archive, and the live stream on another device or connection. YouTube recommends checking the encoder output and local archive as well as the stream’s health, because a symptom in one place does not establish a problem in the others (YouTube: troubleshoot live stream issues).

If only one viewer has trouble, ask them to try another supported device or connection and check the app or browser. YouTube also recommends testing playback on a different connection (YouTube: troubleshoot video playback).
Check the encoder, stream health, and local recording
If you use OBS, compare its preview and status indicators with the saved local recording. Also check the YouTube Live dashboard for stream-health messages and encoder errors. If the local recording has the same defect, focus on the source and production path before blaming viewer playback. If the recording is smooth but remote playback is not, investigate delivery, viewers’ connections, or buffering instead.

Tell network drops apart from performance problems
Network-dropped frames
OBS describes network-dropped frames as a sign that the connection is unstable or cannot keep up with the configured bitrate. A lower bitrate can reduce the symptoms when capacity is insufficient, but it does not necessarily fix the underlying connection problem (OBS: dropped frames and network impact; this OBS article is dated 2024-09-30).
Rendering or encoding overload
If OBS indicates rendering or encoding performance trouble instead of network drops, reduce computer workload and simplify the scene or source setup for a test. Frame rate and workload affect performance; OBS recommends using Media Source or VLC Source for video or audio files (OBS: encoding performance troubleshooting). Change one thing at a time so you can tell whether the result changes.

Check upload bandwidth against the full stream bitrate
Use upload capacity—not download speed—to assess whether your connection can carry the stream. Add together the configured output bitrates, including a backup output if you use one. YouTube recommends upload capacity with 20% headroom above the total streaming bitrate; shared network use can reduce the capacity available to the stream (YouTube live streaming tips). This is YouTube’s operational guidance; the help page does not state a publication year.
If capacity is tight, reduce bitrate or other output demands as a diagnostic and check whether network-dropped frames change. YouTube also provides guidance on encoder settings (YouTube encoder settings). Do not treat a lower bitrate as proof the connection is fixed: repeat a test with the conditions you expect during the actual broadcast, including other devices using the network.

Consider viewer buffering and live latency
When the encoder and local archive are smooth but viewers still see interruptions, test playback on a different network or device before changing your production setup. A viewer may have a weaker connection, a device or app issue, or a different playback experience than you see locally.
Live latency also involves a trade-off. YouTube notes that lower latency can leave less buffer in the player and make playback interruptions more likely (YouTube live latency settings). For HLS delivery, YouTube describes playback as segment-based and notes higher latency than a continuous stream (YouTube HLS ingestion). If viewers report buffering, do not assume choosing the lowest delay is best for their viewing conditions.

Run a controlled test before changing the whole setup
- Mark the symptom: note whether the source, OBS preview, local recording, one viewer, or several viewers show the stutter.
- Check status evidence: record OBS network-dropped frames and rendering or encoding indicators, along with any YouTube Live stream-health message.
- Check outbound capacity: compare upload capacity with total configured bitrate and preserve YouTube’s recommended 20% headroom.
- Change one variable: for network drops, test a lower bitrate; for performance trouble, reduce workload or simplify the scene; for viewer-only buffering, test another viewer connection and review latency.
- Repeat with representative motion and audio: monitor stream health and compare the encoder output, local recording, and viewer playback again. YouTube recommends testing with representative content and monitoring stream health (YouTube encoder settings; YouTube live streaming tips).
Common symptoms and what to try
- Stutter appears in the source before streaming: test the file outside the scene, then use OBS Media Source or VLC Source and check whether the same moment still skips.
- OBS shows network drops: check upload capacity and competing network use; try a lower bitrate and compare the dropped-frame indicator.
- Rendering or encoding performance degrades: reduce system workload and test a simpler scene or source arrangement.
- The archive is smooth but a viewer buffers: have that viewer test another connection or device; consider whether a low-latency setting is reducing their playback buffer.
- More than one viewer reports the same issue: check YouTube stream health and encoder errors, then compare those reports with the local archive and OBS status before changing settings.
