Yes, but “stock” or “royalty-free” does not automatically mean a clip can be broadcast continuously on YouTube. Your specific license must cover the live transmission and any looping, archive, monetization, territories, music, and other embedded rights involved. YouTube may also interrupt a licensed stream if the rights holder has not allowlisted your channel in Content ID. Permission to use footage is separate from eligibility to monetize it.

What “legal” means for a 24/7 stock-footage stream
There are two distinct questions: whether you have the rights to show each asset in your planned broadcast, and whether YouTube permits the stream and any intended monetization under its own rules. A “yes” to one does not settle the other.
YouTube’s livestream terms require the provider to represent that they have “all necessary rights for the exploitation of the Live Content on the Google Services throughout the world,” including music licensing rights and other royalty participants. The terms also address applicable laws and licensing, registration, notification, and approval requirements in the territory of the live stream. This is a platform contractual requirement; it does not establish what any particular stock-footage license grants. See YouTube’s Livestream terms and conditions.

Accordingly, a stock clip may be usable in one context but not another. Check the actual license for the exact broadcast you plan to run rather than relying on the asset being labelled “stock,” “licensed,” or “royalty-free.”
What to check in the stock license
Review the license terms for every video, image, music track, and other asset in the stream. The relevant language and limits vary by agreement, so ask the rights holder for written clarification where the scope is unclear.

- Live transmission: Does the license expressly permit broadcasting the asset in a YouTube live stream?
- Continuous and repeated use: Does it cover an always-on broadcast, looping, and repeated exposure to viewers?
- Archive or VOD: If YouTube saves the stream, does the license also permit viewers to watch the recording later?
- Commercial use and monetization: Does the license permit your planned commercial use? This is separate from YouTube’s decision about whether your channel qualifies for monetization.
- Territory and duration: Where may the stream be available, and for how long may you use the asset? Do not assume a license’s geographic or time scope matches your broadcast.
- Music and embedded rights: Check the rights for both the composition and recording, as well as any other rights or royalty participants that may apply to audio or visuals.
- Account and transfer limits: Is the license tied to a particular person, channel, account, or use, and may it be transferred?
- Content ID handling: Does the rights holder use Content ID, and can they confirm that your YouTube channel will be allowlisted?
Keep a practical record of each asset’s source, the license version, its territory and permitted uses, and any correspondence about Content ID clearance. YouTube’s terms and enforcement guidance do not set out this as a specific recordkeeping mandate, but having the documents available can help you verify your permissions and respond to a claim or interruption.
Why YouTube can interrupt a stream even when you have a license
YouTube says it scans every live stream for matches to third-party content. If it detects a match, it may replace the feed with a placeholder and warn you; if the content remains, the stream may be temporarily interrupted or terminated. YouTube advises creators using licensed content to ask the rights holder to add their channel to its Content ID allowlist. Its guidance specifically warns: “If your channel isn’t added to their allowlist, your live stream can be interrupted even if you’ve licensed the third-party content.” Read YouTube’s guidance on copyright issues with live streams.

Before going live, contact the rights holder or licensing provider and ask whether they can allowlist your channel for the specific assets and uses covered by your license. A license alone may not prevent an automated match from disrupting the broadcast.
Can a licensed stock-footage stream be monetized?
Not necessarily. YouTube says its channel monetization policies apply to videos, including live streams. Its review of a channel can consider the overall context, including the channel’s main theme, most-viewed and newest uploads, share of watch time, metadata, and channel description.

YouTube distinguishes reused-content review from copyright enforcement: reused-content eligibility is separate from whether you have permission or can rely on fair use. It also identifies repetitive, generic, or mass-produced material as potentially inauthentic. A license may answer whether you can use the footage, but it does not guarantee that YouTube will approve the channel for the YouTube Partner Program or monetize a particular stream.
On July 15, 2025, YouTube said it was renaming “repetitious content” as “inauthentic content” to clarify that repetitive or mass-produced content was already ineligible under existing policy. The note said the change did not alter the reused-content policy. It should not be read as a new blanket ban on every 24/7 format; the practical concern is that a minimally varied stock-footage loop may raise questions under the channel-level rules. Does YouTube guarantee a 24/7 broadcast?
No continuous-uptime guarantee is established by YouTube’s published setup guidance. That page lists access requirements and simultaneous-stream limits, not a promise that any stream will remain live without interruption. YouTube says a channel may have up to 10 active streams and each stream key up to 3 active streams; those are concurrency limits, not legal permissions or an uptime commitment.
For access, YouTube says a channel must be verified and have had no live-streaming restriction in the preceding 90 days to enable live streaming, and streamers must be at least 16. Its setup page describes mobile, webcam, encoder, and console options. These requirements concern platform access; meeting them does not clear stock footage rights. A practical pre-launch checklist
- Inventory the stream: List every clip, music track, sound recording, image, and other third-party asset you plan to use.
- Read each applicable license: Confirm live transmission, looping, any saved replay, commercial use, territory, duration, and account restrictions.
- Resolve unclear terms in writing: Ask the rights holder whether the license covers your specific continuous YouTube broadcast and archive settings.
- Arrange Content ID clearance: If the material is registered in Content ID, ask the rights holder to allowlist your channel and confirm the relevant scope.
- Assess monetization separately: Consider whether the channel offers meaningful original value and variety; do not treat a license as a promise of YPP approval.
- Check platform access: Verify the channel and confirm there is no live-streaming restriction that prevents enabling the feature.
- Retain documentation: Keep licenses and written confirmations accessible in case you need to establish permissions or address a match.
Common problems and what to do
- The stream is interrupted by a copyright match: Contact the rights holder, confirm the license covers the live use, and ask them to allowlist the channel. Do not assume that restricting viewing to certain territories will prevent an interruption.
- The license permits video use but does not clearly mention livestreaming or looping: Pause the launch and ask the provider or rights holder for written confirmation. Do not infer continuous broadcast rights from a general stock or royalty-free label.
- The live stream is licensed, but the replay remains available: Check whether the license also covers archived VOD playback. Live permission does not by itself establish replay permission.
- The stream runs, but monetization is denied or limited: Review YouTube’s channel-level monetization rules. Copyright permission and monetization eligibility are separate decisions.
- You expect YouTube to keep the stream live indefinitely: Do not treat the setup page’s active-stream limits as an uptime guarantee; it describes simultaneous streams, not continuous service.
