If YouTube says your stream’s bitrate is too low, first match your encoder’s video bitrate to the stream’s actual resolution, frame rate, and codec. For example, YouTube recommends 14 Mbps for H.264 at 1080p30 and 17 Mbps at 1080p60. Then check that your upload connection can sustain the total stream bitrate with YouTube’s recommended 20% headroom. If it cannot, lower the resolution and use the matching bitrate instead.
Fix the warning in this order
- Check what YouTube is receiving. In YouTube Studio’s Live Control Room, note the stream’s resolution and frame rate. Automatic detection is the default; if you use a custom stream key, you can set resolution manually.
- Identify the encoder’s video codec. Find whether the encoder is sending H.264, H.265, or AV1. Use the bitrate recommendation for that codec—not a value copied from a different codec’s row.
- Set the live video bitrate. Choose the row matching the incoming resolution and frame rate in the table below. These are YouTube live-ingest figures, not recommendations for encoding a video file to upload.
- Check the other encoder settings. Use constant bitrate (CBR), a supported codec, and a keyframe interval of two seconds (no more than four). YouTube lists a maximum frame rate of 60 fps.
- Check upload capacity. Test upload speed, compare it with the total bitrate of video and audio, and leave YouTube’s recommended 20% headroom. Account for other people and devices using the same connection.
- If the connection cannot carry the stream reliably, lower the resolution. Select the bitrate for the new resolution and frame rate, then test again.
- Test before going live. Use audio and movement similar to the planned stream. Watch the Live Control Room preview, stream health, and timestamped warnings.
YouTube Live bitrate recommendations
Use the row that matches the video YouTube is ingesting: both resolution and frame rate matter. Each cell gives the minimum bitrate followed by the recommended bitrate. Values are Mbps and come from YouTube Help’s live encoder settings, checked October 3, 2026.

The recommended value is the target if your connection and encoder can sustain it; the minimum is not a guarantee of stable delivery or the best picture. Do not raise the bitrate beyond what your upload connection can support just to clear a warning. YouTube advises lowering the chosen resolution if available bandwidth is insufficient.
Set the rest of the encoder correctly
Bitrate mode and keyframes
YouTube’s live encoder guidance recommends CBR. Set keyframes every two seconds and do not exceed four seconds. The interval is measured in seconds: at 30 fps, a two-second interval equals 60 frames; at 60 fps, it equals 120 frames.

Codec, frame rate, and audio
YouTube lists RTMP or RTMPS ingest and H.264, H.265, or AV1 video, with a maximum of 60 fps. Its guidance lists AAC or MP3 audio and recommends stereo at 128 Kbps. For SDR video, it lists Rec. 709. Check the encoder’s actual output rather than assuming the preset name tells the whole story.
Resolution and stream key
Confirm the resolution YouTube detects in Live Control Room matches the encoder output and the bitrate row you selected. Automatic detection is the default; manual resolution settings are available when using a custom stream key. Keep the stream key private, and use the intended key in the encoder’s YouTube service configuration.

Is it the encoder or the internet connection?
A low-bitrate warning can reflect an encoder configured below YouTube’s recommendation, but unstable or insufficient upload capacity can also prevent a stream from arriving as expected. YouTube says total stream bitrate must not exceed available upload bandwidth and recommends leaving 20% room.
- Measure upload, not just download. Download speed may be much higher than upload speed. Run a speed test close to the time you intend to stream.
- Allow for the whole stream. Compare upload capacity with total bitrate, including audio, and preserve the recommended headroom. For example, a 14 Mbps video setting needs more than 14 Mbps of usable upload capacity once audio and headroom are considered.
- Account for shared use. Other devices, household members, or other activity on the same connection can reduce capacity available to the encoder.
- Use a reliable connection. If Wi-Fi is unstable, a wired connection may help with link consistency, but it cannot increase the upload capacity supplied by your internet service.

Test and read the warning before changing more settings
Run a private or otherwise appropriate test before the event, with representative movement and audio. Watch the Live Control Room preview and stream health, and note when each warning appears. YouTube specifically advises testing before starting a live stream.
If bitrate and upload capacity appear adequate but warnings continue, check the full configuration. YouTube’s error guidance also flags incorrect codec or profile, audio codec or sample rate, resolution, excessive frame rate, and keyframe frequency. A persistent warning may therefore point to a setting other than the bitrate number alone.

For current official requirements, consult YouTube Help’s Choose live encoder settings, bitrates, and resolutions, Live streaming error messages, and Streaming tips. YouTube can revise its recommendations, so recheck the live settings page if you are using an older encoder preset.

YouTube’s guidance for uploaded video files is separate from its live-ingest table. The upload page discusses MP4 and H.264 recommendations, variable bitrate, and says no bitrate limit is required; its reference recommendations include 8 Mbps for 1080p standard-frame-rate SDR uploads and 12 Mbps for 1080p high-frame-rate SDR uploads. Those are upload-file recommendations, not live encoder targets. For a live stream, use the live table above and CBR guidance.

See YouTube’s separate recommended upload encoding settings only when preparing a file for upload.
Common causes and fixes
- Encoder bitrate is below the recommended row: Confirm codec, resolution, and frame rate, then raise the setting toward the matching recommendation if upload capacity allows.
- Wrong codec column or preset: Verify the actual codec being sent; use its corresponding values rather than assuming all 1080p streams share one target.
- Upload speed is too low or variable: Reduce the resolution and set its matching bitrate; retest with other network use accounted for.
- Bitrate mode is not CBR: Change the live encoder’s rate control to CBR in line with YouTube’s live guidance.
- Keyframes are too far apart: Set the interval to two seconds and ensure it does not exceed four seconds.
- Warning remains despite a matching bitrate: Check video profile, audio codec and sample rate, detected resolution, frame rate, and keyframe frequency; read the timestamped Live Control Room message for the failing part of the stream.
