The Government Must Defend Our Cultural Sovereignty

Canada’s debate over streaming rules is a debate about who helps pay for Canadian stories—and whether support for programming that serves the public interest will endure. In an October 2, 2026 essay for POV Magazine, Julian Carrington, executive director of the Documentary Organization of Canada (DOC), argues that public funding matters but should not replace meaningful, enforceable contributions from streaming services that benefit from Canadian audiences.

What is at stake in the Online Streaming Act debate?

The federal government’s response to the Online Streaming Act framework has put two approaches to supporting Canadian programming in contention: obligations imposed on streaming services through regulation, and public funding allocated by government. Carrington’s argument is that Canada needs both. Public investment can support Canadian production, but it should not be treated as a substitute for contributions from major streaming platforms.

The status of the rules described in the October 2026 essay was unsettled. Carrington writes that in June 2026 Ottawa sent the CRTC back to reconsider its decision requiring online streaming services to spend 15% of their Canadian revenues on Canadian programming. He also says the government signalled its intention to set aside the CRTC’s base contribution order, which would have directed foreign streaming services to contribute to production-supporting funds. Those are descriptions of developments and intentions, not confirmation of the final legal position or what was ultimately implemented.

The essay reports a government pledge of $600 million in annual public funding to offset some investment that otherwise would have flowed through the CRTC framework. The sources reviewed do not establish the final appropriation, how the money would be allocated, or a duration beyond the reported annual commitment.

What do streaming services contribute—and what was proposed?

The CRTC’s Phase 2 policy decision of May 21, 2026 established a 15% Canadian-programming expenditure requirement, according to an August 13 coalition letter published by the Canadian Media Producers Association (CMPA). The signatories called that rate an appropriate benchmark. Carrington says Ottawa asked the CRTC in June to reconsider it. The 15% figure should therefore be understood as a contested policy threshold described in these sources, not assumed to be the final or unchanged requirement.

The debate also concerns base contributions: payments by streaming services to funds that support Canadian production. Carrington says the government signalled an intention to set aside the CRTC’s base contribution order. The CMPA letter, issued by a coalition of 50 Canadian screen-sector organizations, urged the government to preserve enforceable contributions by foreign streaming services. It said: “The purpose of this letter is to urge the government to ensure that new policy directions preserve the principle that foreign streaming services must make meaningful, predictable and enforceable contributions to Canadian programming.” That is the coalition’s position, not a government statement.

Why argue for streamer obligations as well as public funding?

Predictability and durability

Carrington and the coalition argue that regulatory contributions are embedded in the rules governing a marketplace, while public appropriations can change with budgets and political priorities. That is their policy case for durable obligations; the cited sources do not quantify how either approach would affect production over time.

Who pays

Carrington warns that reducing platform obligations risks shifting a greater share of the cost of Canadian programming to taxpayers. The alternative is not simply “public” versus “private”: the debate includes how much should come from government, how much from services earning revenue from Canadian audiences, and whether a shared arrangement is preferable.

How the money is invested

Revenue-based expenditure requirements and base contributions to production-supporting funds are distinct tools. The sources establish disagreement over those obligations and the possibility of different policy directions, but do not set out or resolve a replacement model. Direct investment by streamers is another possibility raised in the debate, not a settled outcome in the material available.

Who and what gets supported

Carrington argues that market performance alone cannot be relied upon to sustain public-interest documentary. He writes: “Public-interest documentary has never been sustained solely by market logic.” His essay calls for a replacement system attentive to documentary, Indigenous, Black and racialized creators, and official-language-minority communities. These are priorities he says deserve consideration, not evidence that each group has already lost funding as a result of the June developments.

In May 2026 coverage of the CRTC’s decision to eliminate the Programs of National Interest (PNI) framework, POV quoted Carrington saying: “Historically, market-driven approaches have not reliably sustained public-interest documentary production in Canada.” PNI had historically provided specific support for documentary, drama and children’s programming. The change matters to the debate because broad commercial incentives may not, in Carrington’s view, secure the same kinds of work as targeted support.

What cultural sovereignty means for Canadian film and TV

In this debate, cultural sovereignty means having the capacity to tell and circulate Canadian stories on terms that reflect Canadian priorities, languages and communities—not merely hoping that commercially attractive projects will receive investment. For documentary, the concern is especially clear: work can have public, cultural or historical value without being the kind of programming a market-only approach consistently rewards.

The principle Carrington advances is that services benefiting from Canadian audiences should share responsibility for supporting Canadian stories. As he puts it, “Those who benefit from Canadian audiences must continue to share responsibility for supporting Canadian stories.” That is an argument for a policy obligation, not a claim that a particular contribution model has already been finalized.

What the sector coalition asked the government to do

The August 13, 2026 letter responded to the government’s June 3 announcement that it intended to issue new policy directions to the CRTC and reduce online streaming platforms’ investment obligations, as CMPA described it. The 50 signatory organizations welcomed the reported $600 million annual public-funding pledge but argued it could not replace durable, enforceable contributions from streaming services. They also presented the CRTC’s 15% expenditure requirement as an appropriate benchmark.

The coalition’s claims about jobs, economic activity, competitiveness and fairness are advocacy arguments. Separately, a Directors Guild of Canada submission to the House of Commons Standing Committee on Canadian Heritage cited audiovisual-sector figures attributed to CMPA’s Profile 2024: an estimated 271,000 Canadian jobs, $14.4 billion in labour income and $19 billion in GDP for 2023–24. Those figures describe the broader audiovisual sector, not documentary alone, and are not measurements of the effects of the 2026 policy changes.

What remains unresolved

The sources describe a reconsideration of the 15% expenditure requirement, an announced intention concerning base contributions, and a public-funding pledge. They do not establish the final policy direction, the CRTC’s subsequent decisions, the eventual status of the contribution order, or how the reported funding would be appropriated and allocated. It would therefore be premature to say that the government has abandoned the Online Streaming Act, that all streamer contributions have ended, or that public funding has fully replaced the regulatory framework.

The central question is not whether public funding or platform contributions matter; it is whether the eventual system combines support that can withstand political and budget shifts with obligations that ensure streaming businesses share responsibility for Canadian programming. Carrington’s essay makes the case that cultural sovereignty depends on that combination, with deliberate attention to documentaries and other work that market demand may not sustain.
