Their catalogs, device support, and availability vary by country and can change, so check the specific film on the service before you press play.
What “free and legal” means
Most free movie streaming falls into two categories: ad-supported catalogs and services available through a participating library or institution. Ad-supported viewing usually includes commercial breaks. Library services may require a valid card or institutional login and can have local borrowing rules. A free listing is not necessarily permanent, available everywhere, or free in every version of a title.
The Motion Picture Association says, “Today, there are more than 140 platforms that offer legal access to your favorite movies and television shows anywhere, and on any device you want.” Its Watch It Legally directory is an aggregated U.S. platform list; availability varies by country. Treat it as a discovery tool, then confirm the film’s current listing with the service itself.
Eight services to check
Tubi
Tubi describes its service as free and legal, supported by short ad breaks. It says viewers can watch on mobile devices, smart TVs, streaming players, consoles, and the web. Those are the provider’s general service claims, not a guarantee that every device, film, or country is supported. Check Tubi’s official site for the current catalog and access in your region.

Pluto TV
Pluto TV offers free movies and television shows alongside live TV. It may suit viewers who want to browse scheduled channels as well as choose an on-demand title. Confirm the film and regional availability on Pluto TV before watching.
The Roku Channel
Roku Support says viewers can watch thousands of free movies and TV shows on The Roku Channel. Its cited instructions are UK-specific, so that catalog description and setup information should not be assumed to apply in other countries. Plex
Plex’s free movies and shows are an online, ad-supported catalog. Plex also lets users stream personal media through a Plex Media Server, but setting up a server is not required to watch Plex’s own free catalog. Plex says ad availability can vary between big-screen apps and browsers; consult its FAQ for Free Movies & Shows for details.
Xumo Play
Xumo Play is another service to check for free streaming. Its official site presents the service, but sign-in requirements and detailed catalog terms are not established here. Review the current app or site for the rules that apply to your device and location.

YouTube
YouTube can surface free films, but an upload or search result alone does not show that a movie is authorized for free viewing. Look for an official free-movie listing or a rights-holder’s channel, and check that the particular title and version are available in your country. Do not assume that an unofficial upload is licensed just because it plays without a charge.
Kanopy
Kanopy is an institution-linked option, not a service every viewer can necessarily use. Check whether your public library, college, or another participating institution provides access, and review its current eligibility and viewing terms.

Hoopla
Hoopla says users can watch movies online with a library card and without a monthly subscription. Access depends on whether your library participates and on its borrowing rules. Hoopla lists support for Apple TV, Amazon Fire TV, Samsung TV, Roku, and Chromecast, and mobile downloads for supported devices. Check the service and your library for current availability and terms.

Check a film before you press play
- Open the official service website or app, or its listing in a recognized device app store.
- Search for the exact film and check the edition or version shown.
- Confirm that the listing is available in your country and note whether access is free with ads, free with a library card, a rental, or part of a paid subscription.
- If you found the title through a discovery site or general web search, verify the listing directly with the provider; catalog information elsewhere may lag licensing changes.
A Roku or Fire TV streaming device can help if your television cannot install the app you want, but it is optional. You can use a compatible television, computer browser, or phone instead; check current app support and regional availability before buying hardware.
