Why Netflix Buffers at 25 Mbps—and How to Fix It

A 25 Mbps connection is above Netflix’s current recommendation of 15 Mbps for UHD/4K, but it does not guarantee uninterrupted playback. The speed that matters is the stable bandwidth reaching your TV or streaming device while Netflix is playing—not just the speed advertised by your internet provider or measured beside the router.

Before upgrading your plan or buying a new router, check whether the problem affects one title or every title, one device or the whole home, and Wi-Fi or Ethernet. Those comparisons usually point to the part of the connection that needs attention.

Is 25 Mbps enough for Netflix?

Netflix’s published recommendations are 3 Mbps for HD, 5 Mbps for Full HD, and 15 Mbps or higher for UHD/4K. A stable 25 Mbps connection should ordinarily be enough for one 4K stream, with about 10 Mbps of nominal capacity left over. That margin can disappear if the connection fluctuates or other household activity uses bandwidth.

These are Netflix’s recommended speeds, not a promise that a particular plan or device will deliver that rate continuously. Netflix does not publish one fixed bitrate that every stream uses. Its quality and data-use settings can affect how much data playback consumes. See Netflix’s connection-speed recommendations.

Also, 25 Mbps means 25 megabits per second, not 25 megabytes per second. The two units are not interchangeable.

Why a 25 Mbps plan can still buffer

The speed on your bill is not necessarily the speed at your TV

An internet plan describes the service tier or advertised maximum. The connection reaching your router, the Wi-Fi link between router and TV, and the sustained speed available to Netflix at playback time can all differ. A speed test beside the router may look healthy while a TV across the house gets a weaker or less stable signal.

A single speed test is also only a snapshot. If throughput briefly falls below what playback needs, buffering can occur even if a test taken earlier—or on a different device—showed 25 Mbps.

Other activity uses the same connection

Downloads, cloud backups, camera uploads, video calls, software updates, and other streams can reduce available capacity. With several streams, the 25 Mbps connection is shared; it is not reserved for Netflix. Pause competing traffic as a diagnostic test before concluding that the internet plan itself is too slow.

Wi-Fi can be the weak link

Distance, walls, interference, router placement, or a problem with the streaming device’s wireless connection can make playback unreliable. If Ethernet fixes the buffering while other conditions remain similar, the local wireless link is a stronger suspect than the broadband plan.

Latency, service routes, or the device can also matter

FAST.com reports download speed and, under “Show more info,” upload speed and unloaded and loaded latency. A large rise in latency under load—sometimes described as bufferbloat—can accompany heavy traffic. A result from one moment does not prove that your provider is throttling Netflix or that a particular route is at fault.

Netflix identifies weak or unstable internet connectivity as a common reason for loading and rebuffering. Public networks may block video services, while some mobile-hotspot, cellular, or satellite connections may not be suitable for consistent streaming. A faulty app, outdated TV software, or a failing streaming device is another possibility if the issue is limited to one device. Netflix’s connection troubleshooting guidance covers network checks and device troubleshooting.

Use the pattern of the problem to find the cause

  • Every title buffers on every device: Check the home connection, router, and ISP, especially during the times playback fails.
  • Only the TV or streaming stick buffers: Check its Wi-Fi signal, app, software, and device condition. Compare it with Netflix on a phone or laptop using the same home network.
  • The TV works over Ethernet but not Wi-Fi: Focus on wireless coverage or reliability. A faster internet plan may not address the problem.
  • Netflix buffers but other streaming services do not: Compare results with FAST.com and note the time and device. This difference is useful evidence, but does not by itself establish throttling or a Netflix-side fault.
  • Only one show or episode has trouble: Play other titles before changing your network. Netflix lets you report a title-specific problem, including buffering or a failure to load.
  • The problem appears when someone else is online: Temporarily pause downloads, backups, uploads, calls, or other streams. If playback improves, shared traffic or limited headroom may be contributing.

Check Netflix speed from the affected device

  1. Open Netflix on the TV or TV-connected device, then go to the Netflix home screen.
  2. Open the help or settings menu. Press the remote’s Back button. If the menu appears along the top, move left to the profile icon. Select Get Help, then Check your Network. If Get Help is not shown, go up and look for Settings.
  3. Let the test finish and note the result. Compare it with Netflix’s recommendations, but remember that the test is a snapshot of the connection at that moment.
  4. Check FAST.com on the same device if it has a browser, or use a phone or laptop in the TV’s location. Select Show more info to see upload speed and unloaded and loaded latency. Repeat the test while buffering is happening and at another time of day.

Netflix directs users to FAST.com, which estimates connection speed using downloads from Netflix servers. It is useful for comparing conditions and checking whether performance changes, not for certifying enterprise bandwidth or diagnosing every cause from one result.

Fixes to try, from simplest to most diagnostic

Restart the TV or streaming device

Netflix’s instructions for TV-connected devices are to unplug the device, press its power button once and wait one minute, or leave it unplugged for three minutes; then reconnect it, turn it on, and try Netflix again. Menu and power-button behavior varies by device. You can also restart the router and modem as a general troubleshooting step, following your provider’s or equipment maker’s instructions.

Test the connection where the TV is

Run FAST.com near the TV, not only beside the router. If possible, connect the TV or streaming device temporarily by Ethernet and test Netflix again. A wired result helps separate the internet service from the Wi-Fi path to the playback device.

Pause competing traffic

Stop large downloads, cloud backups, camera uploads, updates, and other streams briefly, then retry playback. This is an isolation test: if Netflix improves, shared traffic may be reducing the available headroom.

Improve the wireless path if Ethernet helps

Move the router to a central, elevated, open spot if practical. Keep it clear of enclosed cabinets and obstructions; a streaming stick tucked behind a metal TV can also have a poor signal. If the TV is far from the router, a wired access point may help. A mesh system is worth considering only when testing points to a coverage problem or multiple-device congestion; it cannot repair an ISP-side fault or increase the speed delivered by your broadband plan.

Lower playback data use as a temporary test

On Netflix’s website, open Account, select Profiles, choose the profile, and open Playback settings. Select a lower data-use setting and test playback. A lower setting can reduce picture quality; if it stops buffering, that is a clue that the connection has limited headroom, not proof that the underlying fault is fixed.

These are approximate figures from Netflix’s data-use guidance. They matter if your plan has a data cap as well as when you are testing playback quality.

When to contact your ISP or replace equipment

Contact your ISP to investigate the line, modem, gateway, or local congestion if repeated tests during the problem show substantially lower performance than expected—even over Ethernet—or if the connection drops across devices. Record the time, test device, connection method, and results. A wired test is particularly useful because it removes Wi-Fi as one variable.

Do not start with a new router or faster plan if only one title is affected, Ethernet resolves the issue, or other devices perform normally while one TV does not. In those cases, investigate the title, device, app, or local Wi-Fi path first. Newer Wi-Fi equipment can improve local coverage or device handling, but it cannot raise the broadband speed your ISP actually delivers.
