The headline is based on a genuine YouTube announcement from June 27, 2024, but it is not a new 2026 upgrade. YouTube first introduced Shorts picture-in-picture (PiP) on Android and tested Smart Downloads for Shorts as a Premium experiment. The features later reached iOS, and YouTube’s current help documentation says Shorts PiP is available to everyone on iOS and Android. Smart Downloads remains a Premium benefit, subject to account, device and regional availability.
That makes this a rollout update rather than breaking news: PiP is no longer clearly a Shorts-only Premium perk, while automatic offline Shorts remain the more distinct Premium feature.
What YouTube announced on June 27, 2024
YouTube’s announcement grouped two separate Shorts features with other Premium experiments. The original announcement is documented in YouTube’s June 27, 2024 post.

PiP keeps a Short in a small floating player while you use another app. You can reply to a message, browse the web or perform another task without closing the video. The 2024 announcement presented this as an Android feature and associated it with the Premium rollout.

Shorts Smart Downloads
Smart Downloads automatically chooses recommended Shorts and saves them for offline viewing. The selection is based on signals such as viewing behavior or watch history. It does not download your entire Shorts feed, create a manually selected playlist or give you unrestricted video files.
In 2024, YouTube described Shorts Smart Downloads as an experiment that eligible Premium users could try through youtube.com/new.

Do you need YouTube Premium?
Smart Downloads: generally a Premium benefit
YouTube’s current Premium benefits documentation lists Smart Downloads among Premium features. Access can still vary by country, device, operating system, account and plan. A Premium subscription therefore does not guarantee that every account will see the Shorts-specific control immediately.

Shorts PiP: currently documented as available to all users
The same help page says PiP for non-music videos, including Shorts, is available to all users on iOS and Android. That is different from the historical 2024 rollout, when the feature was introduced in a Premium context and availability was limited by platform and experiment status.
Music content follows separate rules. Premium may still be required for PiP with certain music videos, so a result from a music video should not be used to judge whether a standard Short supports PiP.
Availability is not identical everywhere
YouTube warns that Premium features can differ by territory, device, operating system and plan. Its service terms also describe these variations at tv.youtube.com/tv/paidterms. App version, account-level testing and local policy can affect what appears in your menus.

How to test Shorts PiP
- Update YouTube from your device’s app store.
- Open YouTube and start a standard, non-music Short.
- Use the Home button or home gesture to leave YouTube.
- Check whether the Short remains in a floating window above the other app.
- If it does not, search the YouTube app settings and your operating-system settings for Picture-in-picture, then make sure YouTube is allowed to use it.
Menu names and locations change between Android, iOS and app releases, so searching Settings for “Picture-in-picture” is more reliable than following one fixed path.
PiP is not background play
PiP keeps video visible in an on-screen window. Background play keeps eligible audio running after YouTube is minimized or the screen is locked. YouTube specifically says background play is not available in the Shorts player. If you want Shorts audio with the display off, PiP will not provide that capability.
How Shorts Smart Downloads works
Smart Downloads uses your viewing history and recommendations to select Shorts automatically. The resulting videos appear in YouTube’s offline-download area and may be refreshed as recommendations change; they should not be treated as permanent saved copies.

- Sign in to the Google account that has the relevant Premium membership.
- Open the YouTube app and go to your account or profile area.
- Open Downloads or Background & Downloads.
- Find Smart Downloads and switch it on or off.
- Review the Downloads area periodically so automatic videos do not consume storage unexpectedly.
The exact control can move between app versions. Check the current in-app help if the label is different. The available documentation confirms the feature can be managed or disabled, but it does not establish one universal data-use setting for every device. Verify whether your version offers a Wi-Fi-only option before relying on it.

PiP does not appear
- Install the latest YouTube update.
- Check both the operating-system PiP permission and YouTube’s own setting.
- Test a regular, non-music Short rather than music-related content.
- Confirm that the account and region support the current rollout.
- Make sure you are testing PiP, not expecting audio-only background play.
Smart Downloads is missing
- Verify that the correct Google account is signed in and that its Premium membership is active.
- Update YouTube and reopen the app.
- Check whether the device, country or plan supports the feature.
- Look for disabled downloads or critically low storage.
- Give recommendations enough viewing history to produce useful selections; the feature is not a guaranteed custom queue.
Downloaded Shorts will not play offline
YouTube offline viewing remains tied to the app and the signed-in account. Reconnect when YouTube requests validation, and do not expect downloads to become exportable video files. The available help material does not specify one universal offline-validation interval, so avoid relying on a fixed number of days.
You want particular Shorts, not recommendations
Smart Downloads is the wrong tool for precise selection. Use YouTube’s own Download control on individual Shorts when it is offered for your account and the video, subject to YouTube’s eligibility rules. Neither Smart Downloads nor normal downloads should be presented as a way to obtain unrestricted files outside YouTube.

Is Premium worth it for Shorts users?

Check the price shown at the official YouTube Premium signup page. Prices vary by location, billing platform, plan, taxes and promotions; an offer page showing $13.99 per month after a promotional period is not a universal list price.
Other plans and bundles
Google One bundle
Some US Google One Premium customers have been offered a lower combined price that includes YouTube Premium. Eligibility depends on the account and plan. Details are available at Google One and in YouTube’s announcement video at YouTube.com. This makes sense mainly for people who already need Google storage or related Google One benefits.
YouTube Music Premium
YouTube’s benefits page lists Smart Downloads for YouTube Premium and YouTube Music Premium, but the Shorts-specific experience belongs to the main YouTube app. Confirm the exact benefits shown for your Music-only plan before buying it for Shorts.

Premium Lite
YouTube’s paid-service terms recognize Premium Lite as a separate service, but the reviewed documentation does not establish that it includes Shorts Smart Downloads or the full Premium feature set. If it is offered in your market, check the signup page for explicit inclusion of downloads, PiP, background play and YouTube Music.
Verdict
The June 27, 2024 announcement was real, but its original wording is now outdated. Shorts PiP began as an Android Premium rollout and later expanded; YouTube currently documents Shorts PiP as available to all users on iOS and Android. Smart Downloads is the feature that remains clearly tied to Premium, automatically selecting recommended Shorts for offline viewing. Subscribe for that automation and the wider ad-free, download and music package—not for Shorts PiP alone.
