Canada does not currently have a standalone HBO Max (now generally branded Max) consumer service. That does not mean HBO programming is unavailable. Warner Bros. Discovery licenses HBO and many Max Originals to Bell Media, making Crave the principal legal Canadian home instead of operating a separate HBO Max app.
The short answer
The explanation is mainly territorial rights, not a technical exclusion or a CRTC ban. Bell and Warner Bros. Discovery have maintained a Canadian content partnership, expanded on October 8, 2024, that identifies Crave as the exclusive Canadian home of HBO and Max Originals. Bell’s announcement extended that arrangement for multiple years.
In the United States, Warner Bros. Discovery sells a direct-to-consumer Max service. In Canada, it can monetize key rights through Bell, while Bell uses HBO and Max programming as a premium anchor for its own streaming and television business.

Bell says HBO is included with Crave and can be accessed either directly by Canadian customers or through participating television providers. Its HBO Canada page describes the service route.

That distinction matters:
- HBO originals: Current and library series are commonly offered through Crave under the Canadian HBO agreement.
- Max Originals: Many are covered by the Bell–Warner Bros. Discovery partnership, but availability remains title-specific.
- Warner Bros. films: Theatrical, post-theatrical and library rights can be negotiated separately from HBO or Max rights.
- Discovery and factual programming: Distribution is divided among different Canadian arrangements and should be checked programme by programme.
- Third-party titles on U.S. Max: Films and series licensed from outside studios may belong to another Canadian service—or have no current streaming home.
How HBO ended up on Crave
Bell announced a Canadian multi-platform HBO rights agreement in 2014, giving it access to HBO’s library and current programming. Crave subsequently became Bell’s premium streaming outlet. The 2024 expanded partnership continued that model for HBO and Max Originals, alongside other Warner Bros. Discovery rights. The original 2014 announcement provides the earlier history.
The commercial logic is straightforward, although Warner Bros. Discovery has not publicly stated that every point below is its rationale: Bell already has a Canadian app, television distributors, billing systems and relationships with premium-TV customers. Licensing to that established partner can produce Canadian revenue without Warner Bros. Discovery paying all the costs of launching and marketing a separate local service. It also gives Bell valuable exclusive programming. A standalone app would otherwise compete with a partner already paying for those rights.
Does Crave contain everything on U.S. Max?
No. Crave is not a one-for-one Canadian copy of the U.S. catalogue, interface or plan structure. Rights are territorial and title-specific.

A show may arrive later in Canada, rotate off temporarily, have different English and French rights, or be licensed to another platform. A Warner Bros. movie may follow a separate theatrical and digital window. U.S. Max’s third-party catalogue is especially unlikely to match Canada because those studios negotiate their own Canadian deals.
Before subscribing for one programme, search that exact title in a current Canadian availability guide and check Crave’s catalogue. Do not infer availability merely from the label “Max Original.”

Is Canadian broadcasting regulation the reason?
Regulation is part of the market context, but it is inaccurate to say Canadian law bans HBO Max or that the CRTC blocked its launch. Canadian broadcasting and rights arrangements operate differently from those in the United States, and the economics of local distribution, Canadian programming and licensing all matter. The CRTC’s 2026 decision illustrates that Warner Bros. Discovery-related services and brands remain part of an active regulated distribution environment.

The immediate practical explanation is the existing Bell–Warner Bros. Discovery rights arrangement. Regulation influences the environment in which that deal operates; it is not evidence of a specific prohibition.
What happened to discovery+ in Canada?
Warner Bros. Discovery’s Canadian help centre says the standalone discovery+ service closed on February 17, 2026; new subscriptions through Warner Bros. Discovery stopped on January 14, 2026. The company’s notice points customers toward partner distribution. This was a change in Canadian distribution, not the launch of HBO Max or a replacement HBO app.
Can a Canadian subscribe to U.S. Max?
A U.S. subscription is not a normal or dependable Canadian solution. U.S. plans and billing are designed for the U.S. market; services can check account location, payment details and playback geography. A VPN does not change the underlying Canadian rights, may conflict with service terms, can fail during playback and can create account or support problems. Do not rely on reseller accounts, unofficial apps or location-falsification schemes.

If one title is unavailable on Crave, legal alternatives include renting or buying it from an authorized Canadian store, checking another Canadian streaming service, or using physical media. Those options are more reliable than trying to make an out-of-market subscription appear Canadian.
Will HBO Max launch in Canada?
There is no confirmed Canadian launch date in the cited official material. While the Bell partnership and its Canadian exclusivity remain in force, an immediate standalone launch appears less likely. That is an assessment of the current rights structure—not a promised timetable. A future launch could become possible if rights, corporate strategy or the partnership changes. Warner Bros. Discovery’s Canadian pressroom lists Max announcements for other markets but does not establish a Canadian launch. Check its Canadian pressroom for any first-party announcement.
What Crave is—and is not
Crave is the official Canadian route for HBO and much of the Max content covered by Bell’s agreement. You can subscribe directly at Crave’s official signup page or check whether your television provider includes or sells a Crave entitlement. Provider-billed access can use different authentication and cancellation procedures from a direct subscription.

It is not guaranteed to reproduce the U.S. Max app, catalogue, release schedule, video options or plan structure. If your priority is current HBO programming, Crave is the logical first check. If your priority is complete U.S. catalogue parity, no official Canadian service currently promises that.
