Cloudflare Outage in November 2025 Sparks Memes: What Happened

The November 18, 2025 Cloudflare outage was caused by an internal configuration failure, not a cyberattack. Because Cloudflare sat between users and many unrelated services, the outage produced widespread errors, disabled outage tracking, and inspired memes about the entire internet going offline.

The Cloudflare outage in November 2025 was a major internet infrastructure failure on November 18, caused by an internal database-permission change—not a cyberattack—and it quickly sparked memes because users saw similar Cloudflare errors across ChatGPT, X, Spotify, games, transport, commerce, and even outage-tracking websites.

Cloudflare reported that the incident began at 11:20 UTC and that all systems were functioning normally by 17:06 UTC. The technical trigger was a Bot Management feature file that became about twice its expected size and could not be loaded by routing software. The public saw the consequences long before most people knew the cause.

That gap between a complex failure and a simple shared experience explains why the outage became unusually visible internet culture: many unrelated services appeared to disappear together, and the normal way to check whether they were down was itself unreliable.

Key takeaways

  • The Cloudflare outage in November 2025 began at 11:20 UTC on November 18 and was largely resolved for core traffic by 14:30 UTC, with all systems reported normal by 17:06 UTC.
  • Cloudflare attributed the failure to an internal ClickHouse permissions change that produced an oversized Bot Management feature file, not to a cyberattack.
  • The outage affected a wide range of apparently unrelated services, including X, ChatGPT, Spotify, Shopify, Coinbase, games, transport websites, and Downdetector.
  • Memes spread because users repeatedly saw similar Cloudflare error pages while websites, AI services, and even outage-tracking tools appeared to fail together.
  • Cloudflare later said its “Code Orange: Fail Small” program would use progressive rollouts, health monitoring, automated rollback, and smaller customer cohorts to reduce the blast radius of configuration errors.

Why did the Cloudflare outage in November 2025 become a meme event?

The Cloudflare outage in November 2025 became a meme event because a single recognizable failure screen appeared across services that normally seemed unrelated. People could not reach social networks, AI tools, music platforms, games, shops, financial services, transport sites, or outage trackers, so the disruption looked like “the internet” had disappeared at once.

The outage was a real infrastructure failure, but the public reaction quickly developed its own visual language. Screenshots of 500 errors, jokes about stranded Cloudflare engineers, and posts about outage websites being unavailable turned a serious incident into a highly shareable internet-culture story.

Contemporary coverage from the Associated Press account of the November 18 outage described the practical reason for the broad impact: Cloudflare operates as an intermediary layer between users and many websites. When that shared layer fails, independently operated services can show errors at the same time.

What happened during the November 18, 2025 Cloudflare outage?

The incident began at 11:20 UTC on November 18, 2025, when Cloudflare’s network started experiencing significant failures delivering core network traffic. Users generally saw error pages indicating a failure inside Cloudflare rather than a problem with the individual website they were trying to open.

Cloudflare initially considered whether the unusual and intermittent symptoms might indicate a large distributed-denial-of-service attack. The company’s later official November 18, 2025 outage post-mortem concluded that the incident was internal and was not caused directly or indirectly by a cyberattack or other malicious activity.

Incident stage What happened Why it mattered
11:20 UTC Cloudflare began experiencing significant failures delivering core network traffic. Users across many unrelated services began receiving Cloudflare-related errors.
Early response Intermittent symptoms initially resembled a possible distributed-denial-of-service attack. Fluctuating failures made the cause harder to identify quickly.
Mitigation Cloudflare stopped propagating the oversized file and restored an earlier version. Core traffic could begin returning to normal.
14:30 UTC Core traffic was largely flowing normally. Most of the primary failure had been mitigated, although returning traffic and secondary load still required attention.
17:06 UTC Cloudflare reported that all systems were functioning normally. The company considered the incident fully recovered.

What caused the Cloudflare outage?

The Cloudflare outage was caused by an internal database-permission change that generated a malformed configuration file. The failure chain involved a ClickHouse database cluster, Cloudflare’s Bot Management system, and routing software with a file-size limit.

  1. A permissions change was made in a ClickHouse database cluster.
  2. The change caused a query used to generate a Bot Management “feature file” to return multiple entries.
  3. The resulting file was approximately twice its expected size.
  4. The oversized file was propagated across Cloudflare’s network.
  5. Traffic-routing software attempted to load the file but had a file-size limit below the new file’s size.
  6. The software failed when it could not load the file, contributing to widespread traffic errors.

The failure was intermittent at first because the feature file was generated every five minutes. Different database nodes produced good or bad versions while the permissions update moved through the cluster. That mixture allowed the network to recover temporarily before failing again, a pattern that made the incident look more like an attack than a straightforward configuration mistake.

Which services were affected?

The November 18 outage affected a broad range of services that relied on Cloudflare infrastructure. Reports identified disruptions involving X, ChatGPT, League of Legends, Shopify, Dropbox, Coinbase, Moody’s, Spotify, gaming platforms, and transport services.

The Associated Press also reported effects involving New Jersey Transit, New York City services, and the website of France’s SNCF. The exact user experience varied: some services were unreachable, while others showed elevated errors or intermittent failures.

Service category Representative examples reported during the outage What users experienced
Social and communication platforms X Pages or functions failed to load normally.
AI services ChatGPT Users encountered errors while trying to access an AI service.
Music and entertainment Spotify and gaming platforms such as League of Legends Streaming, game access, or related online functions were disrupted.
Commerce and file services Shopify and Dropbox Shopping, storefront, or file-access workflows were affected.
Financial and business services Coinbase and Moody’s Users reported difficulty reaching online financial or business resources.
Transportation New Jersey Transit, New York City services, and France’s SNCF website Some transport-related online services became difficult to access.
Outage tracking Downdetector People had difficulty using the site they normally consult to confirm a service outage.

Why was Downdetector being affected especially ironic?

Downdetector was affected or difficult to access during an outage that users wanted to verify, creating a circular failure: a person could not reach a service, tried to check whether the service was down, and then encountered trouble reaching the outage tracker as well.

That detail made the incident unusually easy to understand in a single joke. Users did not need to know what a content-delivery network, reverse proxy, or Bot Management feature file was. The unavailable outage tracker itself suggested that the disruption was unusually broad. User discussions in r/CloudFlare during the incident and a related Cloudflare error discussion document that shared experience.

What memes appeared after the Cloudflare outage?

The memes followed the outage’s changing emotional rhythm. Early posts expressed confusion about whether an individual internet connection was broken. As more services failed, the jokes shifted toward the idea that the whole internet had gone offline. After recovery began, users remixed the outage itself as a recognizable shared event.

The blank-faced reaction meme

One recurring format used an image of Kazuma Kiryu watching city lights go out. The disappearing lights became a visual shorthand for watching websites vanish one after another. The format worked because the image communicated cumulative failure without needing a technical explanation.

The trapped-engineer joke

Another joke imagined Cloudflare engineers trying to use ChatGPT to repair the outage, only to discover that ChatGPT was also affected by the same Cloudflare problem. The joke connected two reported parts of the event: the loss of an AI service and the loss of the infrastructure layer used by many services.

The emergency-repair meme

Posts captioned “That one engineer at Cloudflare right now” paired the incident with a fast-moving appliance-repair video. The humor treated a complex distributed-systems failure as if one person were frantically repairing a broken machine.

The vanished AI-companion joke

Some users joked that an AI girlfriend or another AI companion had disappeared because Cloudflare was unavailable. The format reflected how AI services had become part of ordinary online routines, while keeping the technical cause deliberately secondary.

The outage-meta joke

Posts about outage trackers being unavailable created a second-order joke: there was no dependable way to check whether the internet was broken because the tools used to confirm outages were caught in the same disruption.

PiunikaWeb’s report on the memes after the Cloudflare outage records these recurring formats as examples of public reaction. Meme posts show how people interpreted the event; they do not provide independent technical evidence about the failure.

Was the Cloudflare outage a hack or cyberattack?

No. Cloudflare’s official post-mortem said the November 18, 2025 outage was not caused directly or indirectly by a cyberattack or other malicious activity. Early speculation about an attack reflected the intermittent symptoms and the scale of the disruption, but Cloudflare’s later investigation attributed the incident to an internal database-permission and configuration failure.

The distinction matters because a screenshot or social-media post can show that a service failed without proving why it failed. Claims that Cloudflare was hacked, that someone intentionally shut down the internet, or that the outage was a cyberattack should not be presented as established facts on the basis of memes or user reports.

What did the outage reveal about internet infrastructure?

The outage showed both the benefit and the risk of centralizing internet services behind shared infrastructure. Cloudflare’s network can improve performance and provide security services for a very large number of websites, but a failure in that common intermediary can create a large blast radius.

Independent websites did not necessarily share an owner or application stack. They appeared to fail together because their traffic passed through a common provider. That is why a user could move from social media to an AI service, a music platform, a game, a shop, or an outage tracker and repeatedly encounter a similar failure experience.

The incident also demonstrated why configuration management is a reliability problem, not merely an administrative detail. A permissions change in a database triggered an unexpectedly large generated file; a downstream component could not load that file; and the failure then reached production traffic. The chain crossed data generation, configuration distribution, software limits, and routing.

What changes did Cloudflare announce afterward?

Cloudflare later said its “Code Orange: Fail Small” reliability program would reduce the scope and speed of risky configuration changes. The company described the program in its official Code Orange: Fail Small follow-up, and the measures below should be understood as Cloudflare’s stated corrective actions rather than independently verified performance during a future outage.

  • Real-time health monitoring: The rollout process would watch system health so that harmful changes could be detected earlier.
  • Automated rollback: Cloudflare described Snapstone, an internal system intended to support progressive deployment, monitoring, and automatic rollback.
  • Last known good configuration: Systems would use the previous working configuration where possible instead of accepting an unreadable replacement.
  • Fail-open or fail-close decisions: Cloudflare said the appropriate behavior would depend on whether reduced functionality was safer than stopping customer traffic.
  • Customer cohorts: Changes would be segmented and deployed to smaller groups of customers before wider distribution.

For the specific Bot Management failure, Cloudflare said an unreadable configuration should be rejected in favor of the old configuration. If the old configuration were unavailable, the system could fail open to keep customer production traffic flowing. That approach trades some protection or functionality for continued availability in the particular failure mode described by Cloudflare.

What should readers take away from the memes?

The memes were not a distraction from the technical story; they were a record of how the technical story felt to ordinary users. The “whole internet is down” jokes reflected the breadth of the affected services. The engineer-and-ChatGPT jokes reflected the simultaneous loss of an AI service and its infrastructure intermediary. The outage-tracker jokes reflected the difficulty of confirming the incident through the usual public tools.

At the same time, the memes should not be treated as polling, a complete incident log, or proof of causation. The most reliable account of the root cause remains Cloudflare’s official post-mortem, while contemporary reporting helps establish which services were visibly affected and internet-culture coverage documents the reaction.

The November 18, 2025 Cloudflare outage became memorable because a complicated infrastructure dependency produced a simple shared image: unrelated corners of the internet displaying the same kind of failure. That combination made the incident both a serious lesson in reducing shared-provider risk and an unusually clear piece of internet folklore.

Frequently Asked Questions

Was the November 2025 Cloudflare outage caused by a hack?

No. Cloudflare’s official post-mortem attributed the November 18, 2025 outage to an internal ClickHouse database-permission change that produced an oversized Bot Management feature file. Cloudflare said the incident was not caused directly or indirectly by a cyberattack or malicious activity.

How long did the November 18, 2025 Cloudflare outage last?

The incident began at 11:20 UTC on November 18, 2025. Cloudflare said core traffic was largely flowing normally by 14:30 UTC and that all systems were functioning normally by 17:06 UTC, although the impact varied by service and recovery involved secondary load as well.

Why did the Cloudflare outage memes mention Downdetector?

The outage affected or made it difficult to access Downdetector, so users could not reliably use the usual outage-checking site to confirm that other services were failing. That circular experience became one of the main subjects of the memes.

Can a VPN fix a Cloudflare-side outage?

A VPN, restarting a router, or changing local DNS settings generally cannot repair a failure inside a shared provider’s network. Local troubleshooting is useful when only one device or connection is affected, but widespread failures across unrelated services point toward a provider-side incident.

The Bottom Line

The November 18, 2025 Cloudflare outage was an internal configuration failure, not a cyberattack. Its unusually broad reach—and the simultaneous difficulty of accessing Downdetector—made the disruption instantly legible as a meme: users could see the same infrastructure problem following them across the internet.
