Short answer: Texas did not pass a law that directly banned Pornhub. House Bill 1181 requires covered commercial adult websites to verify that visitors are at least 18. After Texas Attorney General Ken Paxton sued Aylo, Pornhub’s parent company, over alleged noncompliance, Aylo disabled access for Texas users on March 14, 2024.
The U.S. Supreme Court later upheld the core age-verification requirement on June 27, 2025. That ruling removed the main constitutional obstacle to enforcement, but it did not order Pornhub to shut down, did not require the company to return to Texas, and did not approve every possible system for collecting or retaining users’ identifying information. As of the August 11, 2026 research cutoff, Pornhub’s return to ordinary Texas access has not been authoritatively verified.
What people mean by the phrase Pornhub bans Texas
The phrase is shorthand for a company decision, not a precise description of Texas law. Texas did not enact a statute naming Pornhub or criminalizing the Pornhub brand. Instead, the state adopted House Bill 1181, which created age-verification requirements for certain commercial websites carrying sexually explicit material.
When Texas sought to enforce that requirement against Aylo, the company chose to block Texas visitors rather than introduce the age-verification process it believed the law demanded. The block began on March 14, 2024, and also affected other Aylo-operated adult sites, including YouPorn and Brazzers.

So the most accurate explanation is: Pornhub blocked Texas users in response to Texas’s age-verification law after courts allowed the law’s central requirement to be enforced. It is not accurate to say that Texas directly banned Pornhub or that the Supreme Court ordered Pornhub to leave the state.
What House Bill 1181 requires
HB 1181 is codified in Chapter 129B of the Texas Civil Practice and Remedies Code. It applies to a commercial entity that knowingly and intentionally publishes or distributes material on a website, including a social-media platform, when more than one-third of the material is sexual material harmful to minors.
A covered website must use reasonable age-verification methods to confirm that a person attempting to access the material is at least 18. The law also contained health-warning requirements, but those provisions were treated separately by the courts.
That distinction matters. The statute does not simply announce a general ban on adult content. It establishes a condition for access to material on websites that meet the law’s coverage threshold: the operator must take reasonable steps to keep the material away from users under 18.
The law did not necessarily prescribe one single technology
Describing HB 1181 as an identification law can create another misleading impression. The requirement is framed around reasonable age verification; it is not the same as a judicial ruling that every website must collect a government-issued ID from every visitor. Different verification architectures can raise different privacy, security, and constitutional questions.
The Supreme Court’s decision addressed the constitutionality of the age-verification requirement itself. It did not give blanket approval to every method a website or government might use to identify users, retain personal information, or share data.

Why Pornhub chose to block Texas
Aylo’s explanation focused on privacy, security, effectiveness, and free-speech concerns. The company argued that requiring visitors to submit identifying information or use a comparable verification system could create privacy and data-security risks. It also argued that minors could evade age checks, making the requirement ineffective while reducing adults’ access to lawful material.
Aylo characterized the Texas law as an unconstitutional burden on adults’ access to protected speech. Its March 2024 notice presented the shutdown as a response to the state’s requirement, rather than as an unrelated business decision or a voluntary withdrawal from the Texas market.

- Texas’s position: Websites that distribute sexually explicit material to a substantial degree should take meaningful steps to prevent minors from accessing it.
- Aylo’s position: A system that links adult-content access with identifying information may expose adults to privacy and security risks, while still being possible for minors to evade.
The Supreme Court ultimately accepted the constitutional logic of Texas’s requirement, but that does not mean the Court resolved every technical or privacy question surrounding age verification.
What the Supreme Court decided in 2025
The case became Free Speech Coalition, Inc. v. Paxton. The Supreme Court’s official opinion described Texas’s law as requiring certain commercial websites that publish sexually explicit content considered obscene to minors to verify that visitors are at least 18.
By a 6–3 vote, the Court rejected the adult-industry groups’ argument that the law should automatically receive strict scrutiny simply because it affects access to sexually explicit material. The Court applied intermediate scrutiny instead and upheld the requirement, reasoning that the law regulates minors’ access and burdens adults’ protected speech only incidentally.

In practical terms, the decision removed the principal constitutional obstacle to Texas enforcing HB 1181’s age-verification requirement. It did not establish that every age-verification law in every state is constitutional. It also did not approve every possible form of government-ID collection, biometric checking, data retention, or information sharing.
The warning requirement was a separate issue
HB 1181 included health-warning requirements in addition to age verification. The Fifth Circuit’s November 2023 decision treated the two parts differently: it permitted enforcement of the age-verification requirement while leaving the injunction against the health-warning mandate in place.
That history rules out a common oversimplification. The age-verification requirement and the warning requirement did not receive identical treatment at the appellate stage, and the Supreme Court’s ruling on the age-verification requirement should not be described as blanket approval of the entire HB 1181 framework.
Did the Supreme Court order Pornhub to shut down?
No. Pornhub had already blocked Texas access more than a year before the Supreme Court issued its decision. The shutdown occurred on March 14, 2024; the Supreme Court ruling came on June 27, 2025.
The Court decided a constitutional challenge to the Texas requirement. It did not issue an order instructing Pornhub to leave Texas, and it did not direct Aylo to restore access after the ruling. The company therefore retained a business and litigation decision: comply with the law, continue blocking Texas users, or pursue another legal or operational response.
Is Pornhub available in Texas now?
As of the August 11, 2026 research cutoff, a restoration of ordinary Pornhub access in Texas has not been authoritatively verified. Reporting after the Supreme Court decision indicated that Aylo was considering whether to resume operations, while Texas continued pursuing its monetary case against the company. More recent reporting reviewed for this article continued to describe Texas as a state where Pornhub access was blocked.

The careful answer is therefore: Texas access remains unconfirmed and available evidence indicates that the block continued. That is more precise than claiming either that Pornhub definitely returned or that every Texas user necessarily sees the same page.
Website geoblocking can vary according to a user’s IP address, internet provider, network, account, and the time of access. Without an independent, current test across multiple Texas networks, it would be overbroad to say that every resident receives an identical message or experience.

In describing its enforcement position, the Texas attorney general said that potential civil exposure could include:
- up to $10,000 per day for violations;
- an additional $10,000 per day for unlawful retention of identifying information; and
- $250,000 if a child was exposed because an operator failed to verify age properly.
These figures come from the attorney general’s description of the law and the state’s enforcement theory. They should not be presented as a damages award already entered against Pornhub or Aylo. The February 2024 lawsuit sought civil penalties and injunctive relief, but the existence of a claimed statutory penalty is not the same as a final adjudicated amount.

Why this story matters beyond Pornhub
The dispute is a test case for a growing policy question: how can governments restrict minors’ access to age-sensitive material without creating an unacceptable privacy burden for adults?
Texas’s law treats age verification as an incidental access condition rather than a direct restriction on adults’ speech. The Supreme Court accepted that framework for HB 1181 under intermediate scrutiny. Critics, including Aylo, emphasize the risks of connecting a person’s identity to sensitive browsing activity and question whether age checks can be reliably enforced.

Those are not identical questions. A court can uphold the general requirement to verify age while leaving open disputes about how a particular website performs the check, what information it stores, how long it retains that information, who can access it, and whether a specific implementation violates another law or constitutional protection.
The Texas case also illustrates why headlines can become misleading. A company’s geoblock may be the practical result of a state law without the state having enacted a direct brand ban. A Supreme Court ruling may validate a legal requirement without compelling a company to resume service. And a lawsuit’s stated penalty exposure may not become a final judgment.
Bottom line
Texas did not directly ban Pornhub. HB 1181 required covered adult-content websites to verify that users were 18 or older. After Texas sued Aylo over alleged noncompliance, Pornhub blocked Texas access on March 14, 2024.
