13 Places You Can Legally Stream TV Shows for Free include Tubi, Pluto TV, The Roku Channel, Plex, Xumo Play, Sling Freestream, The CW, PBS, Kanopy, Hoopla, Fawesome, FilmRise, and Crackle. These U.S.-oriented services offer free episodes, series, live channels, or library access, usually in exchange for ads or eligibility requirements.

For this article, “free” means that the cited service or tier does not require a recurring subscription. Free does not mean every title is always available, every service is commercial-free, or every platform works in every country. This list is a U.S.-oriented 2026 snapshot, so check each official service before watching a specific show.

Key takeaways

  • Legal free TV streaming usually means advertising, a broadcaster’s limited episode window, or access through a participating library rather than a permanent subscription-free catalog.
  • On-demand services such as Tubi, Plex, and Fawesome are better for choosing a title, while Pluto TV, Xumo Play, Sling Freestream, and The Roku Channel also emphasize live-channel viewing.
  • Kanopy requires access through a participating library, college, or university, while Hoopla requires a participating library card and follows library-specific borrowing rules.
  • According to Xumo (2026), Xumo Play lists 350+ live channels and 15,000 on-demand titles, although those service-page counts can change.
  • According to PBS (2026), the PBS app page lists 4,000+ PBS and local shows on demand; availability still depends on program rights and location.
  • A TV streaming device can make browser- and app-based services easier to watch on a television, but hardware cannot unlock a title unavailable in your market.

Which free streaming service should you try first?

Choose an on-demand service when you already know what you want to watch, a live-TV service when you enjoy channel surfing, and PBS, Kanopy, or Hoopla when documentaries, public-affairs programs, educational video, or library access matter most. No single service has every show, and catalogs rotate by location and licensing period.

Service Format and cost model Best starting point Main limitation
Tubi Free, ad-supported on-demand TV and movies Broad browsing and older catalog programming Ads and changing location-based rights
Pluto TV Free live channels plus on-demand titles Channel surfing and selected full seasons Some programs are scheduled live rather than on demand
The Roku Channel Free on-demand series, movies, kids programming, and live channels Roku households wanting one combined interface Availability varies by device and location
Plex Free, ad-supported live and on-demand TV Genre browsing and a mixture of live and on-demand viewing Paid Plex features and personal-media tools are separate
Xumo Play Free live and on-demand viewing; no subscription or login required No-login channel surfing Channel and title counts are volatile
Sling Freestream Sling’s free live and on-demand tier A cable-like live-TV interface without a paid Sling package Freestream is not the same as all of Sling’s paid service
The CW Free official network programming without authentication Current or recent CW shows when available Episode windows and network rights change
PBS Free website and app programming plus some local livestreams Documentaries, science, history, news, and public affairs Some programs are temporary or extended through PBS Passport
Kanopy Institution-linked streaming Documentaries, independent, international, and educational video A library card alone does not guarantee participation
Hoopla Borrowed TV episodes and other digital media through a library Classic TV, children’s programs, and selected complete seasons Borrowing limits and catalogs are library-specific
Fawesome Free TV and movies without registration or a subscription An extra on-demand catalog to browse Catalog and device support may be more variable
FilmRise Free on-demand apps and FAST channels Classic television, crime, documentaries, and library programming The exact catalog depends on the app or partner platform
Crackle Free movies and TV shows A supplementary on-demand source Verify current catalog, region, and device support before relying on it

Catalog note for 2026: Free streaming rights are unusually changeable. A service can remove a show, move a title from on-demand viewing to a live channel, restrict a local livestream, or show different programming on another device or in another country. Check the official service or title page immediately before watching.

What are the 13 places you can legally stream TV shows for free?

1. Tubi

Tubi is a free, ad-supported streaming service with TV shows, movies, children’s programming, and content from major studios. Tubi supports viewing through the web, mobile devices, smart TVs, game consoles, and streaming platforms, making it a strong first stop when you want to browse an on-demand catalog.

Tubi is particularly useful for older catalog titles and broad discovery. Tubi’s availability is not permanent or universal: licensing windows and catalogs vary by location, and free viewing includes advertising.

2. Pluto TV

Pluto TV combines free live channels with an on-demand library. Pluto TV’s official service page describes hundreds of free channels, news, sports, shows, movies, and full seasons of selected programs.

Pluto TV suits viewers who prefer a cable-like guide or themed channels instead of selecting every episode manually. A show may appear only on a scheduled live channel rather than in the on-demand library, and the catalog differs by market.

3. The Roku Channel

The Roku Channel offers free TV series, movies, Roku Originals, children’s programming, and live channels. Roku says The Roku Channel can be watched through Roku devices, compatible Samsung TVs, compatible Amazon Fire TV devices, the web, and the Roku mobile app.

The Roku Channel is not limited to Roku hardware, although the exact experience and available content depend on the device and location. The service is a practical choice for households that want live and on-demand programming in one interface.

4. Plex

Plex provides free, legal, ad-supported live and on-demand television. Plex says viewers can start watching free movies and TV from internet-connected devices such as streaming players, smart TVs, phones, tablets, and game consoles.

Plex is useful for mixing genre browsing, live channels, and on-demand titles. Plex also sells paid features and provides personal-media-server tools, but those products are separate from Plex’s free ad-supported catalog.

5. Xumo Play

Xumo Play is a free service built around live channels and on-demand viewing. Xumo’s official service page states: “Xumo Play is a free streaming service with 350+ channels and 15,000 titles on demand designed to watch anytime, on any device — no subscription or login needed.”

The Xumo figures are service-page counts supplied for 2026, not a permanent industry ranking. Xumo Play is a strong option when you want to begin watching without creating an account, but channel availability and title counts can change.

6. Sling Freestream

Sling Freestream is Sling’s free tier for live and on-demand television, including shows, movies, news, and channels. Sling Freestream uses the advertising-supported model common to free streaming services.

Sling Freestream should not be confused with the entire Sling service. Sling’s paid packages and Freestream are distinct, so a page that requires a paid plan is not evidence that the same program is included in the free tier.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

7. The CW

The CW provides an official free route for its primetime programming through cwtv.com and The CW app. The network states: “The CW’s primetime programming is also available to stream for free, without authentication, on the ad-supported cwtv.com and The CW app.”

The CW is the most direct choice when you want CW programming rather than a general-purpose catalog. Network rights and episode windows change, so verify that the specific episode or season is currently available before planning a binge.

8. PBS

PBS offers free website and app streaming for selected episodes and programs from PBS NewsHour, FRONTLINE, MASTERPIECE, NOVA, NATURE, children’s programming, and other public-media series. PBS also provides a local PBS station livestream without payment when the viewer is in that station’s immediate service area.

PBS is especially valuable for documentary, science, history, nature, public-affairs, and educational viewing. PBS says, “The PBS app is free to download on supported devices, and all of the videos available for streaming on the PBS website are also available on the app.” PBS’s 2026 app-page count lists 4,000+ PBS and local shows on demand, but that number can change as programming changes.

Not every PBS program is permanently free. Some episodes are available only for a limited time, and extended access may require PBS Passport. Local livestream access also follows station-area rules.

9. Kanopy

Kanopy is a library- and institution-linked streaming platform. Participating public libraries, colleges, and universities can make films, television, documentaries, and educational video available to eligible users.

Kanopy is one of the strongest free options for documentaries, independent cinema, international programming, and educational video. Access depends on whether a library or institution participates, and the available collections and viewing rules differ between institutions. Possessing a library card by itself does not guarantee Kanopy access.

Kanopy also has institution-specific viewing policies. The Kanopy help documentation about viewing titles explains that access rules can depend on the participating institution and the title.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

10. Hoopla

Hoopla lets eligible users borrow and stream TV episodes and other digital media with a participating library card. Hoopla’s official television page says: “Stream free TV episodes on Hoopla Digital with your library card, from critically acclaimed shows to must-watch series.”

Hoopla can be particularly useful for classic television, children’s programming, selected network collections, and complete seasons that are not easy to find on ad-supported platforms. Hoopla explicitly says that titles may vary by library catalog, while borrowing rules, availability, and monthly limits are controlled by the participating library and title license.

Hoopla supports browsers, mobile devices, Roku, Fire TV, Apple TV, Chromecast, Samsung TV, and other platforms. Device support does not remove library eligibility or borrowing limits.

11. Fawesome

Fawesome advertises free movies and TV shows without registration or a subscription. Fawesome identifies content partners and offers streaming through its platform and apps.

Fawesome works best as an additional catalog to check after the larger services. Smaller services can have more variable catalogs and device support, so search Fawesome directly for the desired series rather than assuming that a title listed in an old article remains available.

12. FilmRise

FilmRise is a television and film distributor that operates ad-supported streaming apps and a large network of free ad-supported television channels. Its app listing describes free, on-demand movies and TV shows without a subscription.

FilmRise is worth checking for classic television, crime programs, documentaries, and library-style catalog programming. FilmRise is both a content company and a distribution brand, so the exact selection depends on whether you are using a FilmRise app or a partner platform carrying a FilmRise channel.

13. Crackle

Crackle presents itself as a destination for free movies and TV shows. Crackle is a legitimate free-service option to check when a desired program is absent from other sources.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Crackle’s current catalog, regional availability, and supported-device situation should be verified immediately before publication or viewing. Smaller streaming services can change more quickly, so do not promise a specific Crackle title without checking its current title page.

How should you choose between live TV, on-demand libraries, and library streaming?

The best service depends less on the word “free” than on how you want to watch.

  • Choose on-demand first if you want to search for a particular title or browse at your own pace. Tubi, Plex, and Fawesome are useful starting points, while FilmRise and Crackle add more catalogs to check.
  • Choose live channels first if you like channel surfing or want a cable-style guide. Pluto TV, Xumo Play, Sling Freestream, The Roku Channel, and Plex combine live programming with some on-demand viewing.
  • Choose an official broadcaster source for network-specific programming. The CW is the direct free source for eligible CW primetime episodes, while PBS is strongest for public-media programs and selected local-station livestreams.
  • Choose library streaming when you have access to a participating institution. Kanopy is particularly useful for documentaries and international or educational video; Hoopla is useful for borrowed TV episodes, classic programs, children’s content, and selected series collections.
  • Choose a no-login option when you want to start immediately. Xumo Play says no login is required, and Fawesome advertises no registration or subscription; other services may have different account rules.

Raw catalog size is not a reliable way to rank these services. Services count channels, titles, episodes, seasons, and partner catalogs differently, and a larger advertised library does not mean that the program you want is available in your location.

How can you watch these free services on a television?

Most of the listed services work through a browser, mobile app, smart-TV app, streaming player, or game console, but the exact device list differs by service. Official access information covers routes including Roku, Fire TV, Apple TV, Chromecast, Samsung TVs, other smart TVs, mobile devices, and web browsers.

Best Value

  • IN THE BOX: HDMI cable (A Male to A Male) for connecting 2 HDMI-enabled devices; 3 feet long in Black
  • DEVICE COMPATIBLE: Connects Blu-ray players, Fire TV, Apple TV, PS4, PS3, Xbox One, Xbox 360, and computers to TVs, displays, A/V receivers, and more
  • SUPPORTS 4K VIDEO: Supports 4K video at 60 Hz, 2160p, 48-bit/px color depth, as well as bandwidth up to 18Gbps, Ethernet, 3D, and Audio Return Channel (ARC)
  • EASY CONNECTION: Share an Internet connection among multiple devices (no need for a separate Ethernet cable)
  • BACKWARDS COMPATIBLE: Works with earlier versions to allow for use with a wide range of HDMI-enabled devices

If your television lacks one of the relevant apps, a TV streaming device can put browser- and app-based free-TV services on the big screen. A streaming player is convenience hardware, not a subscription, and it does not change a service’s geographic rights, library-card requirements, ads, or title availability. The Roku Channel device-support information illustrates that The Roku Channel itself can be available beyond Roku hardware, while service support still varies by platform.

What should you verify before watching a specific show?

Verify the title on the official service page immediately before watching. Free streaming catalogs can change when licensing windows expire, and the same service can show different titles by country, market, local station, library, device, or app.

  1. Search the official service or app. Avoid relying on an old listicle, search snippet, or third-party episode page.
  2. Check whether the title is on demand or live only. Pluto TV, Xumo Play, Sling Freestream, The Roku Channel, and Plex may offer a program through a scheduled channel rather than an on-demand episode.
  3. Check the access condition. PBS may show a limited-time episode or require PBS Passport for extended access; Kanopy requires a participating institution; Hoopla requires a participating library card and follows local borrowing limits.
  4. Check the episode window. The CW’s current or recent programming can be free without authentication, but a particular season or episode may no longer be in its free window.
  5. Expect advertising where the service is ad-supported. Free viewing does not mean commercial-free viewing.

Are free streaming sites actually legal?

Free streaming is not automatically legal merely because a website does not charge money. The safer test is whether the service uses an official broadcaster, a recognizable rights holder, a participating library, or a licensed distribution platform.

Use the official domains and official apps for the 13 services listed here. Do not use mirror sites, torrent indexes, unauthorized IPTV services, scraped episode pages, or websites that promise current premium programs without identifying a legitimate rights holder. A paywall-free page is not by itself proof that the page has permission to stream a show.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What is the difference between free streaming and free trials?

Free streaming means the cited tier does not require a recurring subscription, while a free trial is temporary access to a normally paid service. This list focuses on services or tiers that publicly provide free programming; it does not treat a time-limited trial as a permanent free-TV destination.

Paid upgrades can still appear alongside a free catalog. Sling Freestream is separate from Sling’s paid packages, PBS Passport can extend access beyond ordinary availability, and Plex’s paid features are separate from its free ad-supported TV. Read the service label before assuming that every program on a platform is included at no cost.

What about local broadcast channels?

Local broadcast television is a separate category from internet streaming. PBS documents local-station livestreams for viewers in the station’s immediate area, while Xumo documents antenna support for local channels.

An indoor HDTV antenna can receive over-the-air local broadcasts where signal and station coverage permit, but an antenna is not an internet streaming service and does not provide the on-demand catalogs listed above. Treat an antenna as a complementary option for local channels, not as a replacement for Tubi, PBS, Kanopy, or another streaming catalog.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Bottom line

Start with PBS, Kanopy, or Hoopla for documentaries and educational television; use Tubi, Plex, FilmRise, Fawesome, or Crackle for on-demand browsing; and try Pluto TV, Xumo Play, Sling Freestream, The Roku Channel, or Plex for live-channel viewing. Confirm the exact title, location, device, ads, and access requirements on the official service page because free streaming catalogs change.

The Bottom Line

For legal free TV, match the service to the way you watch: PBS, Kanopy, and Hoopla are strong documentary and library choices; Tubi, Plex, FilmRise, Fawesome, and Crackle focus on on-demand browsing; and Pluto TV, Xumo Play, Sling Freestream, The Roku Channel, and Plex add live channels. Always verify the specific show on the official service page.
