That does not prove that one U.S. subpoena directly shut down HiAnime. HiAnime’s official domains displayed a goodbye message on March 13, 2026, but reporting at the time said the cause was unconfirmed. On July 6, 2026, Vietnamese authorities announced charges against seven alleged participants in a much larger piracy network. The cases are connected by the broader enforcement strategy, but they should not be collapsed into a single court order or treated as proof that every anime-piracy site has disappeared.
The short version
HiAnime and related anime-piracy operations face a more serious threat than a routine takedown because enforcement agencies are following the services that make large-scale piracy possible. Those services can include cloud hosts, content-delivery networks, domain registries, payment channels, advertising intermediaries, and the identities attached to infrastructure accounts.
U.S. copyright owners can use a subpoena under Section 512(h) of the Digital Millennium Copyright Act to seek information sufficient to identify an alleged infringer. A subpoena may reveal the customer behind an IP address, a hosting account, a domain-registration account, or related records. It is an investigative information-gathering tool—not automatically a shutdown order, domain seizure, criminal arrest warrant, or judgment that the target is liable.

The recent HiAnime story has several separate parts:
- KissAnime-linked infrastructure: In 2017, FUNimation obtained a federal subpoena directed to DigitalOcean for information about a customer linked to an IP address allegedly used to distribute One Piece streams.
- Broader infrastructure subpoenas: In 2024, the Alliance for Creativity and Entertainment (ACE) and the Motion Picture Association (MPA) pursued proposed subpoenas directed to Cloudflare and the .to domain registry covering 17 pirate-streaming domains.
- Rebrands and scale: U.S. trade reporting described zoro.to, Aniwatch, and HiAnime as successive identities in an apparent chain, while reporting later described an alleged network operating more than 100 piracy sites.
- International action: Vietnamese authorities charged seven suspects in July 2026, alleging copyright infringement, money laundering, large-scale unauthorized distribution, and approximately $12.8 million in advertising revenue.
The evidence supports a story about intensifying pressure on a piracy ecosystem. It does not support the narrower claim that a particular subpoena directly caused HiAnime to close.

The dates matter because the events are sometimes presented online as though one legal action produced one immediate result. The record instead shows a multi-year sequence of identification efforts, domain changes, infrastructure-focused subpoenas, public pressure, and international investigation.
The 2017 subpoena connected to KissAnime infrastructure
In June 2017, FUNimation obtained a subpoena from a federal court in Texas seeking information from DigitalOcean. The request concerned a customer associated with an IP address allegedly used to distribute unauthorized One Piece streams. Contemporary reporting linked the infrastructure to KissAnime, although the subpoena documents did not directly name KissAnime as the target.

It was not the same as a court ordering KissAnime to close, seizing the site’s domain, or finding that every person associated with the service had committed a crime.
A cloud-hosting provider may hold customer names, email addresses, payment records, account histories, IP logs, and other information. If a court-issued subpoena requires disclosure, those records can give a copyright owner a route from an allegedly infringing stream to the account or person behind the technical service. The information may then support a civil lawsuit, additional discovery, a takedown effort, or a referral to law enforcement, depending on the facts and jurisdiction.
KissAnime itself shut down in August 2020. The 2017 subpoena is therefore best understood as an early example of the infrastructure-identification model, not as a current action against an operating service.

What the 2024 Cloudflare and .to registry subpoenas sought
In 2024, ACE and the MPA pursued a broader round of proposed subpoenas aimed at Cloudflare and the .to domain registry. The requests covered 17 named pirate-streaming domains, including Anitaku, Goojara, and Kickassanime. They sought information such as:

- names and physical addresses;
- IP addresses and email addresses;
- payment information;
- account histories;
- records associated with domain or infrastructure accounts.
Cloudflare can provide CDN, DNS, security, and related network services. A domain registry maintains records connected to domain names. Neither role necessarily means that the company operates or controls the content appearing on a website. That is why a subpoena directed to an intermediary should not be described as a finding that the intermediary itself is the pirate operator.
The 2024 list demonstrates the strategy relevant to HiAnime: identify the people and accounts that keep a group of sites reachable, then use those records to pursue the operators or disrupt the supporting infrastructure. However, the reported list of 17 domains did not establish that HiAnime or the historical KissAnime domain was itself one of those named targets. A proposed subpoena also should not be confused with a completed disclosure, a judgment, an arrest, or a domain seizure.
How zoro.to, Aniwatch and HiAnime fit into the story
USTR’s 2025 Notorious Markets List, released during 2026, described a sequence in which zoro.to shut down in July 2023, apparently reappeared as Aniwatch, and was rebranded as HiAnime in March 2024. The report identified HiAnime as a prominent online market distributing unauthorized versions of movies and television content, particularly anime.
The report cited SimilarWeb data estimating more than 244 million visits in August 2025. That figure describes estimated visits, not unique users, and does not itself prove who operated the site or establish the legal status of every individual piece of content. Its significance is scale: a heavily visited service can become a high-priority target for rightsholders, domain providers, advertisers, and law-enforcement agencies.
Brand continuity can also be misleading. A rebrand may represent the same operation, a related group, an acquired audience, or an unrelated party imitating a familiar name. A similar domain is not automatically evidence of common ownership. That caution is especially relevant after a prominent site disappears, because unofficial clone domains may use familiar branding to attract visitors, distribute malware, collect payment information, or redirect users through deceptive advertising.
What happened in Vietnam in July 2026?
Vietnamese authorities charged seven suspects over an alleged network of more than 100 piracy websites. According to reporting based on Vietnamese government statements:

- three other suspects faced copyright-infringement charges;
- investigators alleged that the network operated from 2020 through April 2026;
- the sites allegedly offered more than 26,000 unlicensed titles;
- the network allegedly generated about $12.8 million in advertising revenue.
HiAnime.to was identified through state-broadcaster footage and archived pages, although the written government reports reportedly did not name individual sites. The reported investigation also alleged that the suspects received cryptocurrency payments from foreign advertising platforms and moved proceeds through intermediaries into Vietnamese bank accounts. Investigators further alleged that money was used to purchase real estate and vehicles.
Those are allegations, not established convictions. The seven people remained defendants or suspects at the research date, and the final outcome, sentences, and any eventual findings of responsibility were unresolved. A responsible account should therefore use terms such as alleged operators, suspects, and defendants, rather than calling the allegations proven.

What a DMCA subpoena can do
Section 512(h) provides a mechanism through which a copyright owner or its representative may ask a federal court clerk to issue a subpoena seeking information sufficient to identify an alleged infringer. The request generally includes a copyright-infringement notification, a proposed subpoena, and a sworn declaration stating that the information will be used to protect copyright rights under U.S. law.
Once served, an online service provider is generally expected to disclose information required by the order promptly, subject to applicable legal challenges and other limits. Depending on the provider and account, the records may help identify:
- the customer who rented a hosting or cloud account;
- the person associated with an IP address;
- the owner or administrator of an infrastructure account;
- the email address used to register or manage a domain;
- payment records tied to hosting, domains, advertising, or other services;
- account histories that show how a service was created, modified, or connected to other accounts.
That makes a subpoena potentially valuable even when the public website hides its operator. A front-end domain can be replaced quickly, but provider records may preserve an account trail that is harder to rebrand away.
What a DMCA subpoena cannot do by itself
A subpoena is not automatically any of the following:

- A shutdown order: It seeks information. A site may remain online while the request is processed or challenged.
- A domain seizure: Seizing or transferring a domain generally requires a different legal or administrative step.
- A finding of liability: Issuance of a subpoena does not decide whether the alleged infringement occurred or whether a particular person is legally responsible.
- An arrest warrant: Criminal arrests require separate law-enforcement action and legal authority.
- Proof that the provider is the operator: A hosting company, CDN, registry, or payment intermediary may simply be a service provider with relevant records.
- Proof that disclosure occurred: A proposed request or reported application is not the same as a completed disclosure.
These limits explain why headlines saying that “court subpoenas shut down HiAnime” go beyond the available evidence. The subpoenas may reflect pressure on the ecosystem, but the causal chain must be proven rather than assumed.
A legal limit highlighted by a 2026 court ruling
DMCA subpoena information is not an unrestricted source of data for every possible lawsuit. In February 2026, a California federal court ruled that information obtained through a DMCA subpoena could not be repurposed for foreign copyright litigation when the sworn declaration limited its use to protecting rights under Title 17 of the U.S. Code.
The ruling allowed use for U.S.-based enforcement and related permitted purposes but rejected a broader foreign-litigation use. The practical lesson is that the language of the subpoena request and sworn declaration matters. Rightsholders may obtain identifying information through a U.S. process, but that does not mean they can automatically use the information for any later case in any country.
Why closing one anime site does not end the ecosystem
Large piracy networks are resilient for technical and commercial reasons:
- Rebrands preserve audience reach. A new domain can inherit search visibility, social-media attention, or direct traffic from a familiar service.
- Infrastructure can rotate. Operators may change hosts, CDN configurations, registrars, DNS records, and account identities.
- One backend can serve many front ends. USTR separately described MegaCloud, VidCloud, and RapidCloud as an alleged piracy-as-a-service backend supplying infringing video files to hundreds of pirate streaming sites. If multiple domains rely on the same backend, taking down one public-facing site may leave the underlying supply chain available to others.
- Advertising finances the operation. The Vietnam allegations illustrate how traffic can be converted into advertising revenue and then moved through payment or cryptocurrency channels.
- Users can be redirected. When a known brand disappears, copycat domains may appear quickly, making it difficult for users to distinguish a genuine successor from an unrelated or malicious imitation.
This is why infrastructure-focused enforcement matters. Disrupting a domain can be temporary; identifying the people, accounts, money flows, and backend services behind many domains has the potential to affect a larger portion of the network.
What this means for viewers
Viewers should not assume that a site using the HiAnime, Aniwatch, Zoro, or KissAnime name is authentic, safe, or operated by the same people. Avoid visiting alleged successor or clone domains merely to test whether they are genuine. They may expose visitors to aggressive redirects, deceptive download prompts, credential theft, unwanted software, or fraudulent payment pages.
If a browser reaches a suspicious page:
- do not download a player, codec, browser extension, or “security update” offered by the page;
- do not enter an email password, payment-card number, or cryptocurrency wallet information;
- close deceptive pop-ups rather than clicking through them;
- remove browser notifications granted to an untrusted site;
- run the security tools already trusted on the device if a suspicious file was downloaded;
- change any password entered on the page, beginning with the email account and any account that reused the same password.
The safer replacement is to use an official anime streaming option available in your country or licensed physical media. Catalogs, release windows, prices, and availability vary by territory, so viewers should verify the service and title through the distributor or platform’s own current listings. A legal service may not carry every series in every region, but it avoids the security and legal uncertainty associated with unofficial clone sites.
