Illegal marketplaces can imitate familiar online shops, but anonymity is not immunity: investigators can target buyers, sellers, administrators, and the infrastructure behind them.
There is no comprehensive official estimate of the total volume of illegal trade on the dark web. Individual enforcement operations show what authorities have seized or uncovered in specific cases, not the size of the entire market.
What is the difference between the deep web and the dark web?
The FBI distinguishes the clear web, whose content is indexed by ordinary search engines, from the deep web, which includes broader unindexed material such as login-protected websites and databases. The dark net is a subset of the deep web: overlay networks that require unique software, configuration, or authorization and are designed in part to obscure user identity. The FBI also recognizes legitimate uses of these networks; dark-web use is not automatically illegal.
How do illegal online marketplaces work?
Illicit marketplaces can use familiar e-commerce features such as product listings, customer feedback, internal messages, and forums. In its 2016 primer, the FBI described markets offering drugs, weapons, stolen or counterfeit goods, hacking tools, and exploitation material. It also described virtual currency such as bitcoin as a commonly used payment method in the cases covered. That account is not a complete or current inventory of what may be traded.

A more recent example is Incognito Market. According to the U.S. Department of Justice, court documents and statements made in court, it operated from October 2020 until March 2024 and sold more than $100 million in narcotics. In one undercover purchase in November 2023, tablets advertised as oxycodone tested as fentanyl pills. This case illustrates one marketplace; it does not measure the whole market.
Not every illegal online marketplace operates on a dark-web network. In January 2025, the Department of Justice announced action concerning Cracked and Nulled, ordinary-internet marketplaces for stolen credentials, hacking tools, and other cybercrime material. The access model differs, even though the activity is illicit.
Can law enforcement identify dark-web users?
Anonymity can make investigations more difficult, but it does not guarantee that users cannot be identified. The FBI says investigations can target buyers, sellers, administrators, and technical infrastructure. Seized infrastructure may also provide evidence and leads for further investigations.
In May 2025, the Department of Justice reported that Operation RapTor resulted in 270 arrests across ten countries. The department also reported seizures of more than $200 million in currency and digital assets, over two metric tons of drugs, 144 kilograms of fentanyl or fentanyl-laced narcotics, and over 180 firearms. These are reported results of that operation, not estimates of total dark-web trade.

The DOJ’s January 2025 announcement about Cracked and Nulled reported figures based on warrants and an affidavit. It said Cracked had over four million users, more than 28 million posts, approximately $4 million in revenue, and at least 17 million U.S. victims; it said Nulled had over five million users, more than 43 million posts, and approximately $1 million in yearly revenue. These are allegations in the announcement, not a final determination of guilt; the DOJ states that defendants are presumed innocent until proven guilty.
Do marketplace takedowns end illegal trade?
Takedowns can lead to arrests, seizures, evidence, and investigative leads, but they do not necessarily end criminal trade. Europol’s 2024 Internet Organised Crime Threat Assessment, updated in June 2025, says continuous takedowns have shortened criminal sites’ lifecycles. Instability and scams have also contributed to a fragmented, multiplying threat landscape. Avoid treating a shutdown as proof that illicit services have disappeared permanently.
How big is the dark-web illegal market?
A European Parliament answer says comprehensive official statistics on the scale of illegal and harmful goods trade on the dark web are unavailable. Operation totals describe particular investigations and cannot establish a global market size. The reviewed sources also do not support a current ranking of active marketplaces.
