The complete 16-match list attributed to Dave Meltzer cannot be verified from the available sources, so it would be misleading to publish a reconstructed ranking. Two 1987 WarGames matches featuring the Road Warriors do appear in a secondary compilation of Meltzer ratings: the July 4 match in Atlanta and a July 31 match on the Great American Bash tour. The compilation gives each five stars, but no primary Wrestling Observer review or complete list has been confirmed.
What can be verified about the supposed 16-match list?
The available records do not establish which 16 matches the title refers to, or how Meltzer supposedly ranked them. The two matches described here are verified candidates for a Road Warriors feature, not a complete list and not a ranking. A secondary compilation attributes a five-star rating to each; that is not the same as checking Meltzer’s original review.
Two 1987 WarGames matches that surfaced
July 4, 1987: Great American Bash in Atlanta
Paul Ellering, Road Warriors Hawk and Animal, Dusty Rhodes, and Nikita Koloff faced the Four Horsemen in a WarGames match. A secondary ratings compilation lists it at five stars, and a secondary reference also records the match details. Secondary ratings compilation; match and rating reference.
July 31, 1987: Great American Bash tour
Ellering, Hawk and Animal, Rhodes, and Koloff again faced the Four Horsemen in WarGames. The secondary ratings compilation lists this match at five stars; the Pro Wrestling Archive search result independently lists its date and participants. Secondary ratings compilation; Pro Wrestling Archive match-history result.

How to read the ratings and the gap
Both five-star figures come from a secondary compilation of Meltzer ratings. The underlying primary Wrestling Observer passages were not retrieved, so the ratings should be attributed to that compilation rather than presented as independently confirmed quotations or direct evidence from Meltzer.
A 2020 Reddit discussion raises the question of which Road Warriors match Meltzer might use to introduce the team and mentions WarGames in Atlanta. It does not provide a verified transcript or establish the contents of a 16-match list. Reddit discussion.

These sources support a narrow conclusion: the Road Warriors were Hawk and Animal, and two Great American Bash tour WarGames matches with Ellering, Rhodes, and Koloff are listed at five stars by a secondary compilation. They do not establish that these were the only matches on the purported list, or where they would fall in its order.
