Katniss kills President Alma Coin instead of President Snow because she comes to see Coin as both responsible for Prim’s death—according to Snow’s revelation—and willing to continue the cruelty of the old regime. Coin’s proposal to hold another Hunger Games, this time using Capitol children, gives Katniss an immediate political reason to reject her as the rebellion’s new leader.
Why does Katniss turn her arrow on Coin?
Katniss’s intended target at the public execution is Snow. The change is deliberate: rather than kill him, she redirects her shot at Coin. The decision brings together a personal motive and a political one. Katniss has reason to blame Coin for Prim’s death, and Coin’s proposal for another Hunger Games suggests the revolution could reproduce the violence it was supposed to end.
Calling the choice a refusal to replace one tyrant with another is a strong interpretation of the ending’s events. It explains the political force of Katniss’s act, but it should be understood as an interpretation of the story, not a confirmed statement of Suzanne Collins’s intent.
What did Snow tell Katniss about Prim?
Before the execution, Snow tells Katniss that Coin ordered the parachute bombing that killed Prim. This is Snow’s claim within the story; it is not independent confirmation presented outside his revelation. The distinction matters because the accusation reaches Katniss from a political enemy at the moment when she must decide what to do.

Even so, the revelation gives Katniss a direct personal reason to turn against Coin. Prim was her sister, and the possibility that the new leader engineered the attack makes Coin more than a successor with troubling policies: it makes her someone Katniss believes may be responsible for an irreversible personal loss.
Why does Coin propose another Hunger Games?
After the rebellion’s victory, Coin proposes a final Hunger Games using children from the Capitol. The proposal reverses the roles in the old spectacle, but keeps its underlying logic: children would again be made to pay for the actions of the ruling population.

For Katniss, this is immediate evidence that the new government may preserve the system’s cruelty rather than dismantle it. Coin’s proposal makes the choice at the execution political as well as personal. Katniss does not simply choose between two leaders; she rejects the prospect of the Games continuing under a different authority.
How do the novel and film present the choice?
The novel Mockingjay, published in 2010, and the 2015 film The Hunger Games: Mockingjay – Part 2 share the core sequence: Katniss plans to kill Snow, learns of Coin’s proposed Games and redirects her shot. The book guide and film explainer both connect the choice to Coin’s conduct and the threat of a new cycle of tyranny.

Those accounts support the shared rationale, not a detailed scene-by-scene comparison. They do not establish specific differences in how the book and film handle the evidence about Prim’s bombing, the Games proposal, or the timing and staging of Katniss’s decision. The answer is therefore clearest when kept to the common plot: Katniss has a personal reason to suspect Coin and a political reason to oppose what Coin proposes.

No direct Suzanne Collins comment explaining this particular decision is established by the available sources. Scholastic’s March 18, 2025 interview discusses her writing process, including the role of dramatic structure, but does not address Katniss’s choice to kill Coin. The personal-and-political explanation follows the events of the story; it should not be attributed to Collins as a confirmed account of her intent.

Scholastic identifies Mockingjay as part of the Hunger Games book series.
