Japan does not have a blanket government ban on violent video games. The word “ban” usually refers to a different mechanism: Japan’s private rating organization, CERO, can refuse to assign a rating to a game that contains expressions its rules prohibit. That is not, by itself, proof that the state has outlawed the game or that it cannot be sold through any channel.
What people mean when they say Japan “bans” violent games
Several separate decisions can get collapsed into one word. CERO may refuse a rating under its content rules; a publisher may alter a game for a particular release; or a platform or retailer may set its own requirements. A government ban, by contrast, is a legal prohibition imposed by the state. The available legal and parliamentary sources describe Japan’s game-rating arrangement as private self-regulation, not a blanket state prohibition on violent games. CERO’s current Code of Ethics says prohibited expressions mean a game is not assigned a rating. The sources do not establish that every unrated game is legally barred from every distribution channel.
How CERO classifies games
CERO says it was established in June 2002 in response to social demand for age-based ratings. Its Code of Ethics, revised March 24, 2025, applies to console games sold in Japan, subject to stated qualifications and exceptions, including business-use games and variable user-generated online components. CERO describes its work and publishes its code.
First, prohibited expressions are screened
For a game-series rating application, CERO first checks whether the game includes expressions prohibited under its rules. If it does, CERO does not assign a rating. This is a rating-board decision; it should not be restated as a universal legal sales ban.

Eligible games receive an age category
If the game passes that initial check, CERO evaluates the types and degrees of expression and assigns an age classification: A, B, C, D, or Z. Z is for adults aged 18 and over. It is an age category, not permission to include any content: the separate prohibited-expression rules still apply.
What kinds of violent content does CERO consider?
Violence is one of several content areas in CERO’s framework. Its materials list depictions including animated blood, mutilation or body cutting, corpses, killing or wounding, horror, and fighting-game violence. The review also considers sexual expression, antisocial acts, and language- or ideology-related expression. CERO’s rating information and ethics code explain the scope.

- Government ban: a state-imposed legal prohibition. The cited sources do not support describing Japan as having a blanket government ban on violent games.
Why the system exists—and what it does not prove
CERO says its mission is to help people choose games and support a sound environment for young people. Its official English organization page puts that mission this way: “Our mission is to enable everyone to purchase and enjoy computer and video games free from concerns about content.” That is CERO’s stated purpose, not an independent finding that the system achieves particular outcomes. Japan’s Ministry of Education, Culture, Sports, Science and Technology describes ratings more generally as information that can help viewers or users judge in advance whether content includes expressions they may find undesirable, with age thresholds used for media including home video games. That rationale explains the informational and protective aim of ratings; it does not establish that the policy reduces violence or crime. MEXT glossary.

What cannot be concluded from the available evidence
- A refusal to rate does not, on its own, establish that a game is illegal to sell everywhere in Japan or unavailable on every platform.
- Without title-specific sourcing, it is not possible to say what edits a particular game received or why a publisher made them.
