In Hasbro’s G1 character framing, he is the Decepticons’ Air Commander, and his defining trait is an ambition to take over the faction. The Seekers are the Decepticon fliers he belongs to, a group whose exact membership and traits change from one Transformers continuity to another.
Who is Starscream?
Hasbro’s official character page for Starscream, published under its Transformers Legacy branding, places him firmly on the Decepticon side and gives him a clear role profile:

The Air Commander title is what makes Starscream stand out from the rest of the Decepticon flyers. “Starscream has lofty ambitions to become leader of the Decepticons, often thinking up schemes to take command.”
That sentence explains most of the character’s reputation. Starscream is usually the Decepticon who schemes against the top of the chain of command rather than simply following it. The ambition is the core of his personality in the G1 framing, and it is the reason he is often read as a rival or a would-be usurper inside his own side rather than a loyal lieutenant.

What are the Seekers?
Seekers are the Decepticon fliers associated with the faction’s air power. Starscream’s Hasbro profile names Seeker as his special unit, which is how he connects to the group. The term identifies a class of jet-form Decepticons rather than a single fixed team.
The best-known named examples given in a secondary Transformers reference are Skywarp and Thundercracker. Those two are the names most readers will recognize alongside Starscream, and they illustrate the general idea of the group: fast, aerial Decepticons that sit within the faction’s air wing.

Why continuity matters for the answer
The safest answer to “who are the Seekers?” is a G1-anchored one. Hasbro’s official Starscream bio establishes his classification in that framing. Across the wider franchise, the Seeker label, the roster of members, and the personality traits attached to each member can differ between shows, films, comics, and games. A character who is a Seeker in one version may be presented differently in another, so readers should treat any single membership list as tied to the continuity it comes from.
