Instead, online games face content rules and prior publication approval: a game without the required approval cannot launch as an approved online game, while content that violates the rules may be rejected or require changes. That is different from proving a particular title is formally banned or unavailable in every context.
How mainland China’s game rules work
The approval system covered here applies to mainland China. The Beijing Municipal Press and Publication Bureau’s administrative guide describes broad publication criteria drawn from the Publication Administration Regulations. Prohibited content includes material that opposes constitutional principles; endangers national unity, sovereignty or territorial integrity; discloses state secrets or harms national security; incites ethnic hatred or discrimination; promotes superstition; disrupts social order; promotes obscenity, gambling or violence, or teaches crime; infringes others’ lawful rights; harms social morality or traditional culture; or is otherwise prohibited by law. These are broad statutory categories, not a checklist that establishes that every game featuring a particular subject or theme will be rejected. The notice issued by six government departments states: “未经批准的游戏，不得上线运营。” It means, “Games that have not been approved may not be launched for operation.” Cyberspace Administration of China notice, October 20, 2021
In practical terms, lack of approval means a game cannot lawfully launch as an approved online game within the covered system. It does not, by itself, prove a title-specific ban or establish that every offline or overseas version is inaccessible in all circumstances.

What “not allowed” can mean
- Not approved: The game lacks the required approval to launch as an approved online game in mainland China.
- Rejected or changed: Content may fail publication criteria or need revision before an approved release. A changed approved release does not prove that every version of the game is prohibited.
- Unavailable on a service: A title’s absence from one platform or provider does not establish a nationwide prohibition.
- Formally prohibited: This stronger claim needs title-specific authoritative evidence, such as a documented prohibition or revocation. A missing database entry alone is not enough.
- Restricted for minors: Limits on when minors can use online games concern access by minors, not a general ban on the game for all users.
What the minors’ online play limit says
The six-department notice dated October 20, 2021 says online-game companies may provide minors one hour of service from 8 p.m. to 9 p.m. on Fridays, Saturdays, Sundays and statutory holidays, and must not provide them online-game service at other times. It also calls for real-name registration and verification, content review, age-suitability notices, and technical measures to prevent minors from accessing unsuitable games or functions. How to check a specific game
- Search the NPPA game approval results index. Check its domestic and imported approval records, as well as its categories for approval changes and revocations. The index records approvals; it is not a comprehensive blacklist. NPPA game approval results
- Match the record to the release in question. Check the title, domestic or imported category, publisher, identifiers and any stated platform or client category. Do not assume an entry covers a different version, platform or service.
- Look for changes or revocations. An approval record can show an approval change, but it does not guarantee current availability on every platform or under every service provider.
- State what the search establishes. If no record appears, say that no approval record was located in the database checked, and give the date of the check. Do not call the title banned on that basis alone.
- Separate the audience and service question. If the concern is a minor’s access, apply the minors’ service limits separately from the title’s approval status.
What approval records can—and cannot—show
NPPA records distinguish domestic and imported online games and include categories for approval changes and revocations. For example, the record for 《王牌乱斗》 lists a notice number and publication ISBN and is dated April 18, 2025. NPPA record for 《王牌乱斗》

The record for 《暗黑破坏神：不朽》 classifies it as an imported online game and lists a client-category change dated April 22, 2024. That entry demonstrates a published approval record for that listed title and change; it does not establish that every version, platform or later service condition is covered. These examples illustrate the database’s recordkeeping, not a list of forbidden games. The cited NPPA pages publish approval records rather than a comprehensive blacklist, and they do not establish a current official count of prohibited titles.

Why “banned in China” needs title-specific evidence
When evaluating a claim about a named game, verify the particular release, platform or service, whether an approval or revocation is recorded, and the date of the evidence. “Not approved,” “unavailable on this service,” “changed for publication,” and “formally prohibited” describe different situations. The rules discussed here concern mainland China; they should not be generalized to Hong Kong or Macau.
