Spoilers for What If…? Season 2, Episode 8, “What If… The Avengers Assembled in 1602?” Steve Rogers is the Forerunner whose arrival from the future is destabilizing the 1602 universe. Peggy Carter realizes that saving the world means sending him back to his own time—and does so even after they are reunited. The Watcher’s conversation with Peggy and Doctor Strange’s arrival then point toward the next part of her story.
Who is the Forerunner?
The Forerunner is Steve Rogers. Peggy and Tony Stark use a device to identify the person whose presence in the past is connected to the collapsing reality. Steve recalls fighting Thanos and striking a stone in the Mad Titan’s gauntlet; contemporary episode coverage identifies it as the Time Stone, which sent Steve into the past. His displacement is accidental, not a deliberate invasion of 1602. (Disney’s episode listing; episode coverage)

Why is the 1602 universe collapsing?
The episode initially presents Peggy as an outsider in a reality already coming apart. Rifts threaten the world, and Thor blames her for Hela’s disappearance. The Watcher describes Peggy as a soldier displaced in time and stranded in a dying universe, but that opening does not mean she caused the crisis.
The episode’s official premise is that Peggy is trying to undo an anomaly that has stranded familiar heroes and villains in 1602. As she and Tony investigate, they discover that the Forerunner’s presence is driving the timeline collision. (Disney’s episode listing)

Why does Peggy send Steve back?
The plan is to use Stark’s device and the royal stone to return the Forerunner to the time and reality he came from. When Peggy finds Steve, she has the reunion she did not expect—but the mission’s answer has not changed. Steve tells her they never get their happy ending, while holding on to the hope that somewhere in the multiverse another version of them does.
Peggy sends him back. The choice is painful, but the scene frames it as an act of duty, not a rejection of Steve: keeping him in 1602 would leave the world’s crisis unresolved. Peggy tells the Watcher, “If you see someone hurt, you help them.” Her decision follows that principle even when the people she is helping belong to a universe that is not hers. The emotional force of the ending comes from making her reunion brief enough for the cost of that choice to matter.

Does Peggy get a happy ending with Steve?
Not in this episode. Steve’s hope that another timeline holds their happy ending acknowledges their bond without changing what happens here: Peggy returns him to his own time, and they part again. The episode leaves the possibility of other lives across the multiverse open, but does not show or promise that outcome for these two.
What does Doctor Strange’s appearance mean?
After the crisis, Peggy speaks with the Watcher. Doctor Strange then appears and says he has “a story to tell you.” It is a handoff to the next chapter, not a resolution of that new conflict within this episode. Disney describes the following episode, “What If… Strange Supreme Intervened?”, as a story in which Peggy discovers that the greatest threat may be closer than she realizes. Is the episode a retelling of Marvel 1602?
No. The episode uses the alternate-history 1602 setting and its period versions of familiar characters, but its plot is part of the animated series’ multiverse story about Peggy and a displaced Steve. It is not a direct retelling of Neil Gaiman’s Marvel 1602 comic series. The collected comic is a related way to explore the setting, rather than the exact story shown in this episode.
