Waldo is called Wally in the original British books, while North American editions use Waldo. Other localized editions have used names such as Walter, Charlie, Van Lang, Jonas and Ubaldo—but those are examples, not a complete country-by-country list.
Waldo’s name depends on the edition
The character debuted in English illustrator Martin Handford’s puzzle-book series, first published in 1987 as Where’s Wally? The original UK title keeps the name Wally; North American publisher listings use Where’s Waldo?. The official U.S. publisher page identifies Handford as the author and illustrator of an activity book edition.
The name changes across some other editions, too. A secondary reference reports these localized examples:

These names are reported examples, not an official or exhaustive alias list. IMG Licensing says the books have appeared in more than 30 languages, but its page does not map every language to a character name. A Spanish-language publisher listing even combines both forms in its title: ¿Dónde está Wally? / ¿Where’s Waldo?

Why are there different names?
The editions show that names have been localized, but the available official publisher and licensing pages do not establish the reason for every choice—including the full historical reason for the North American change from Wally to Waldo. It is safest to describe the names by edition or market rather than assign a definitive explanation to each one.
How to recognize the character in any edition
Whatever name appears on the cover, the search-and-find premise is the same: readers scan detailed, crowded illustrations to locate the character. He is typically identified by black-framed glasses, a red-and-white striped sweater and a bobble hat.

Where to check a particular edition
For a specific book, check the language and market shown on the cover, the title as printed, and the publisher’s listing. Those details can help distinguish a translated or adapted name from one retained in a bilingual title. Penguin Random House’s U.S. series catalog lists 31 Where’s Waldo? titles across formats, including activity books, a coloring book, a 24-book advent calendar collection and other search-and-find titles. Its U.S. listing for the paperback edition of Where’s Waldo? gives ISBN 9781536210651, 36 pages, a November 12, 2019 publication date and an age range of 5–9.
