No. PBS and NPR are separate nonprofit media organizations: PBS serves public television stations, while NPR serves public radio and its member stations. They are part of the broader U.S. public media system, but neither is the other, and local stations are independent organizations that decide which national services and programs to use.

What is the difference between PBS and NPR?

Organization Main medium National role Station relationship
PBS Television A private nonprofit membership organization whose members are public television stations; it provides television programming and related services. PBS describes its mission and membership. Public television stations are members and decide what programming to carry.
NPR Radio A nonprofit organization providing programming and services to public radio and its member stations. NPR describes its work and services. Member stations choose which NPR services and programs to use.

The organizations share a place in public media, not a corporate identity. PBS is not NPR’s television division, and NPR is not PBS’s radio division. The Congressional Research Service describes public broadcasting as a wider system that includes distinct national and local entities. Congressional Research Service background on public broadcasting.

How are PBS and NPR connected to local stations?

A local public station is not simply a branch office of PBS or NPR. Local stations are independently owned and operated; a station may choose membership in PBS, NPR, or both, and it determines which national programs to carry alongside any local content it produces. The details can vary by station. PBS Public Editor explains how federal dollars reach local stations and how station relationships work.

That is why a community may have one organization branded as public media locally while its television and radio services connect to different national networks. The local station makes programming choices within its own operation rather than acting as a single national PBS-and-NPR entity.

Is CPB the same as PBS or NPR?

No. The Corporation for Public Broadcasting (CPB) is a separate organization, not another name for PBS or NPR. CPB historically channeled federal support into public media, including support reaching eligible local stations. Its role and funding should not be confused with the program and membership functions of PBS or NPR. CPB’s March 2025 backgrounder on its role in public media.

On August 2, 2025, the Associated Press reported that CPB said it would close after federal funding was withdrawn. That is an announcement reported at that time; it does not establish CPB’s operational status in October 2026. Associated Press report on CPB’s 2025 announcement.

Do PBS and NPR share the same funding?

No single shared funding pot defines both organizations and every local station. Funding differs among PBS, NPR, and individual stations, and it can change over time. NPR’s explanation of public radio finances lists listener support, corporate sponsorship, and CPB grants among revenue sources for eligible stations; those examples describe station revenue sources, not a uniform formula for all public media. NPR’s overview of public radio finances.

For a particular station, funding and programming arrangements depend on that station’s own circumstances. The public media system therefore cannot be accurately described as one organization with one budget or one set of memberships.

What does “NPR station” or “PBS station” mean?

Those phrases generally refer to a local station’s relationship to a national organization or its programming, not to ownership by that organization. A PBS member station is a public television station in PBS’s membership network; an NPR member station is a public radio station working with NPR’s services. A local station may also create its own programs and choose among national offerings.
