Wrestlers Linked to Claims of Steroid Non-Use: What the Evidence Shows

The available sources support attributed statements about Bruno Sammartino, Bob Backlund and André the Giant, but not a verified list of 15 lifetime non-users.

No reliable evidence in the sources available here supports a factual list of 15 wrestlers who never took steroids. The strongest material is a first-person statement by Bruno Sammartino and deposition remarks by Superstar Billy Graham about Sammartino, Bob Backlund and André the Giant. Those statements are not individual testing records, so they support an attributed historical account—not a definitive roster of lifetime non-users.

Why a verified top 15 is not possible

“Never took steroids” is a claim about a person’s entire history. A public statement, a report of never failing a test, a promotion’s drug policy and a laboratory result are different kinds of evidence. None of the sources discussed here provides an individual test history that could establish lifetime non-use for the wrestlers named.

A negative drug test can speak only to the substances tested, the sample collected and the period covered. It cannot by itself prove that a person never used steroids. Nor can physique or apparent size establish drug history. For those reasons, the defensible account is limited to claims that can be attributed to a named source, with their qualifications intact.

What the historical statements say

Bruno Sammartino

A 1980 Washington Post profile records Sammartino speaking about himself: “But I honestly feel in my heart that there was never a need to do that in my case.” This is his first-person statement, not a test result or independent verification.

Superstar Billy Graham also agreed with counsel’s assertion that Sammartino had not used steroids in a deposition exchange reproduced in a WWE-published excerpt from Graham’s autobiography, Tangled Ropes. That is testimony attributed to Graham, not an independently established medical or testing record.

Bob Backlund

In the same reproduced deposition exchange, Graham agreed with counsel’s assertion that Backlund had not used steroids. The statement should be described as Graham’s deposition testimony; the sources here do not establish Backlund’s lifetime use through individual testing records.

André the Giant

Graham’s wording about André was more cautious: “I know Andre and…I believe he did not use steroids.” The phrase “I believe” matters; it is not a categorical claim. Graham also made a joking aside about possible human growth hormone (HGH). HGH is not the same substance as anabolic steroids, and the aside does not establish that André used either.

What drug-testing policies can—and cannot—show

WWE’s current public description

WWE’s Substance Abuse and Drug Testing policy FAQ says Aegis Sciences Corporation designed the policy and independently administers it. WWE says the program requires random testing of all talent at least four times a year and describes a three-strike system: a 30-day suspension after a first violation, a 60-day suspension after a second, and termination after a third, with follow-up testing after a strike. These are WWE’s current public descriptions, accessed in 2026. They describe a program; they do not document any named performer’s personal testing history or prove lifetime non-use.

WWE’s 2010 account

In its 2010 “Setting The Record Straight” page, WWE said its policy prohibited anabolic steroids, performance-enhancing drugs, masking agents and other listed substances, and described related health-program elements. This is WWE’s account of its policy at that time, not a neutral audit or an independent assessment of compliance.

Historical scrutiny of implementation

A 2009 U.S. House Committee on Oversight and Government Reform report discussed positive tests, policy implementation and therapeutic-use exemptions. It reported that five people tested positive in WWE pre-contract steroid testing from November 2007 through March 2008 and that four were hired. The report also described testimony and disputes over how exemptions and suspensions were handled. Those findings concern the records and period examined; they should not be generalized to every performer or every era.

At a 2017 Senate hearing, Linda McMahon described WWE’s health and wellness policy and testing program. Her testimony is evidence of what she told the committee, not an individual test record or proof that a particular wrestler never used steroids.

Claims that should not be mistaken for proof

Fightful reported Scott Steiner saying, “I’ve never failed a drug test.” That wording is narrower than “I never took steroids”: it refers to reported test outcomes, not necessarily lifetime use. It is not enough to include Steiner as a confirmed non-user.

Likewise, a promotion’s written rules do not prove that every performer complied with them. A test result, even when accurately reported, has limits tied to the substance, sample and time period. Claims about steroid use should therefore be presented with the speaker, source, wording and relevant date—not inferred from size, appearance or an organization’s policy.

How to read claims about steroid use

  • First-person statement: report what the person said and when; do not recast it as independent proof.
  • Deposition testimony: identify who testified and preserve uncertainty or qualifications in the wording.
  • Drug-test claim: distinguish “never failed a test” from “never used steroids,” and avoid extending a result beyond what it tested.
  • Policy statement: attribute it to the organization and the date; a policy is not an individual compliance record.
  • Physical appearance: do not treat it as evidence of either use or non-use.
