The puzzle is identified as #199 by both the date-specific TechRadar guide and the Forbes guide, so #198 in the original headline appears to be a numbering error.
Hints for the September 18 Strands puzzle
The theme clue was “Handy helpers.” Forbes also reported the additional clue, “Useful to have on a belt or in a box.” TechRadar’s clue for the spangram was “Essential DIY collection.”
To solve without seeing the full list first, look for words naming familiar hand tools, then connect the wider collection that describes where they might be kept. The guides also provide these starting-letter pairs for the six non-spangram answers: SC, PL, HA, WR, LE and KN. Forbes’ September 18 guide and TechRadar’s guide list additional playable clue words: LIVE, LIVER, LIVID, WEAR, CLOSE and CLOSET.

The spangram is TOOLCHEST (also styled “tool chest” in prose). The six other theme words are:

Forbes reports seven total theme entries when the spangram is included. The answer list and theme are also given in TechRadar’s September 18 answer guide.
Why the puzzle number is #199, not #198
The title’s #198 conflicts with the date-specific numbering in the guides. TechRadar calls Wednesday, September 18, game #199 and identifies Tuesday, September 17, as #198. Forbes’ URL ends in “198,” but the article itself is explicitly about the Wednesday, September 18 “Handy helpers” puzzle and lists the matching answers. The URL suffix therefore does not outweigh the guide’s in-article date and TechRadar’s consecutive numbering.

How Strands works
TechRadar describes Strands as a six-by-eight letter grid. Find theme words by linking adjacent letters horizontally, vertically or diagonally. The spangram is a special answer that connects at least two sides of the board. Three valid non-theme words of at least four letters unlock a hint.
