Who is the Ordinary Woman in My Hero Academia?
She is a civilian with a foxlike appearance caused by her Mutant Quirk. “Ordinary Woman” is a character label, not a personal name: the Japanese wording, “Ippan Josei,” is likewise presented as a description rather than her individual name. Her brief story connects two moments of care—first, Izuku protecting her when others see a threat, and later, her supporting him when he is overwhelmed.

Why did the shelters reject her?
In the disorder that follows the Paranormal Liberation War, frightened civilians mistake her for a villain and attack her. Izuku deflects an attack and helps calm the situation. She later explains that shelters turned her away because of her Mutant Quirk. U.A. eventually admits her.

The scenes show how fear of visible difference can make an ordinary civilian a target, even when she has done nothing to cause the danger around her. That is an interpretation of the sequence, not a confirmed explanation from the creator.
Why does she comfort Izuku at U.A.?
When Izuku returns to U.A. amid protests, the Ordinary Woman recognizes him as the person who rescued her. After Ochaco Uraraka’s speech, she comforts him as he breaks down. The reversal gives her short arc its emotional weight: Izuku once helped her when people treated her as a threat; later, she offers him support when he is exhausted and isolated.
