To find DC Government solicitations connected to December 2024, search the Office of Contracting and Procurement (OCP) Contracts and Procurement Transparency Portal’s Solicitations module, then check the issuing agency’s procurement page. Be precise about what “December” means: a record may have been issued that month, had a December bid deadline, or been amended in December. The examples below illustrate those distinctions; they are not a complete month-wide list.

Where to search for archived DC solicitations

Start with the OCP Contracts and Procurement Transparency Portal. Its Solicitations module covers current and archived DC Government solicitations and provides sorting and filtering options. Use the available date and agency filters to narrow the records, and inspect individual notices and attached documents for the event dates that matter.

Then check the relevant agency’s procurement page. OCP’s FAQ notes that independent agencies may publish solicitations on their own sites or require vendors to contact them directly, so the OCP portal should not be treated as a guaranteed record of every District-related opportunity.

Three December 2024 examples—and what their dates mean

A solicitation can be relevant to December without having been issued in December. The records below show why it is useful to separate issuance, due, and amendment dates.

Agency and solicitation Issued December milestone How to classify it
Office of the Attorney General (OAG), Cure the Streets Violence Interrupter Program Evaluation and Database Development (DCCB-2025-R-0008), solicitation November 25, 2024 Proposals due December 11, 2024; OAG posted an amendment answering offeror questions on December 9, 2024 (amendment). Issued in November, due and amended in December.
Deputy Mayor for Planning and Economic Development (DMPED), Downtown Comprehensive Transportation Plan (DCEB-2025-R-0001), open RFP November 22, 2024 Proposals due December 20, 2024. Issued in November, due in December.
Department of General Services (DGS), Design Assistance and Construction Quality Assurance, archived record December 19, 2024 Proposals due December 28, 2024. Issued and due in December.

These records establish examples, not a complete inventory of solicitations issued or open during December 2024. The portal describes archive and filtering features, but these examples alone cannot establish every agency’s records or every solicitation active during the month.

How to tell what kind of solicitation you are reading

A solicitation is not just a short announcement. DGS’s Contracts and Procurement FAQ describes it as documentation that sets out requirements for businesses to submit a competitive response. The notice and its related documents can specify the work, response format, evaluation criteria, deadlines, and later changes.

DGS’s 2023 FAQ explains three common formats. Because its RFQ threshold is from a dated FAQ, treat the dollar amount as historical guidance rather than confirmation of current policy; consult the current solicitation and rules for a live procurement.

Format What it generally means in DGS’s FAQ
IFB (Invitation for Bids) Competitive sealed bidding for goods, equipment, materials, and construction.
RFP (Request for Proposals) Written technical and price proposals evaluated against stated criteria; negotiations are permitted.
RFQ (Request for Quotations) A simplified method described for procurements estimated below $100,000, with award potentially based on price alone or on price and other factors. The threshold appears in the 2023 FAQ and should not be assumed to be current policy.

See the DGS Contracts and Procurement FAQ for these definitions. The solicitation itself controls the requirements for that opportunity.

How DGS routes its archived solicitations

DGS says solicitations whose proposal or bid due dates have passed are posted to its archive. It also says new solicitations have been available on OpenGov since July 1, 2024, while older solicitations remain in a legacy table. Because agency websites and procurement platforms can change, follow the current routing on the DGS solicitations page rather than assuming every record is in one system.

What vendors can do next

  1. Attend an OCP General Vendor Workshop. Use it to learn how District procurement works and what to prepare.
  2. Meet the District’s business requirements. Review the applicable requirements before responding to an opportunity.
  3. Register in eSourcing. OCP recommends registration to receive notices of open solicitations.
  4. Keep checking current opportunities. Review OCP and relevant agency pages, and read the full solicitation and amendments before deciding whether and how to respond.

OCP’s how-to-do-business guidance also explains that local businesses can pursue Certified Business Enterprise (CBE) status and that the DC Supply Schedule is for CBEs.
