How Rotten Tomatoes ranks the films
Rotten Tomatoes’ guide, written by Alex Vo, lists films with at least 20 reviews and orders its selection of poorly reviewed movies. Its first ten entries all show 0% on the Tomatometer in the version updated September 23, 2026. The site describes the review minimum as a way to ensure the films had “inflicted a minimum threshold of agony”; that is the guide’s editorial explanation, not a methodology established by an independent standards body. A 0% Tomatometer score is the score displayed by Rotten Tomatoes for a film based on its reviews. It does not establish that every critic disliked every aspect of the movie, or that the ranking captures all measures of cinematic quality. Scores and positions can change as reviews are added or the guide is updated.

What the list says—and what it does not
The ranking answers which films occupy the first ten places in this particular Rotten Tomatoes guide, not which movies are objectively the worst ever made. The stated 20-review minimum gives the selection a review threshold, but the guide’s ranking and Tomatometer scores remain tied to the site’s reviews and editorial page. A reader asking for the lowest-rated movie should therefore specify the site and date: in this guide’s September 23, 2026 update, the top position is Tom and Jerry: Forbidden Compass, with 0% displayed.
