The film’s production material identifies Skar King as the threat driving the conflict, while director Adam Wingard described Shimo as a dangerous, morally ambiguous Titan whom Skar King uses. The distinction is important: Shimo is powerful, but the evidence does not confirm that she chooses the villain’s plan.
Who is the main villain in Godzilla x Kong: The New Empire?
The film’s official synopsis sets up a threat that prompts Kong and Godzilla to join forces. Warner Bros.’ production notes identify Skar King as the formidable villain behind the danger confronting Kong and the world. They describe his subjects as enslaved and his weapon, Whiplash, as a sharpened Titan spinal column. That framing makes Skar King the clearest answer to who drives the film’s villainous conflict.
The official film page presents Godzilla x Kong: The New Empire as the next Monsterverse chapter after Godzilla vs. Kong, with the two former combatants facing a shared threat. Is Shimo evil, or does Skar King control her?
Wingard framed the characters as opposites suited to challenge the heroes: Skar King is “the anti-Kong,” while Shimo is “the anti-Godzilla.” He also called Shimo a “weapon of mass destruction,” but explicitly declined to label her good or bad. In a ComicBook.com interview, he said: “And I wouldn’t say she’s good or bad. She’s kind of a blank slate, and that’s what makes her an interesting character as a monster.”

That description supports reading Shimo as a dangerous Titan used in the conflict, not as a confirmed secret antagonist acting on her own. A weapon can cause enormous harm without being the person who chooses when and how to use it. The distinction between her power and Skar King’s agency is central to answering the “real villain” theory. Wingard’s interview with ComicBook.com discusses his characterization of Shimo.

The phrase “real villain” can mean either the character with the most destructive power or the character responsible for choosing the conflict. Shimo may fit the first description; the production framing points to Skar King for the second. Treating the first as proof of the second goes beyond what the creator commentary establishes.
Why the ice Titan can look like the bigger threat
Shimo’s scale and destructive potential make her a formidable opponent for Godzilla, and Wingard’s “weapon of mass destruction” description reinforces that impression. But a powerful antagonist in a fight is not necessarily the story’s mastermind. The film’s setup and the director’s comments allow for a distinction between Shimo as a dangerous force and Skar King as the agent deploying that force.

There is room for viewers to interpret Shimo’s blank-slate characterization, but the sources cited here do not establish a later canon reversal or a revelation that she was secretly evil. The safest reading is that the theory is an interpretation, not confirmed Monsterverse canon.
