The People’s Elbow began as a joke, according to Triple H: The Rock used it at live events to try to make The Undertaker laugh, then took it to television after a dare. The crowd’s reaction turned the deliberately theatrical elbow drop into one of Rock’s signature moves. The exact first televised performance has not been established.
How a backstage joke became a television moment
Triple H’s recollection, reported in two separate Wrestling Inc. accounts, gives the clearest origin story. Rock began doing the move at live events while wrestlers were trying to make The Undertaker break character. Then came a dare to try it on television. The audience reacted strongly, and its response grew when Rock repeated the routine.
The 2015 report identifies Mick Foley as the person who dared Rock. A 2025 report about Triple H’s appearance on the High Performance podcast describes the dare but does not name who issued it. The accounts agree on the broad sequence—a live-event joke, a television dare, then a crowd response that encouraged Rock to do it again—but Foley’s role is specific to the earlier report. These are retrospective accounts attributed to Triple H, not contemporaneous records of the move’s first performance. Neither report establishes the exact first televised match or date, so the origin is best understood as an anecdote about how the routine caught on, not a documented broadcast debut.

Why the People’s Elbow worked
WWE classifies the People’s Elbow as a “running elbow drop (with theatrics).” The move’s appeal is less about technical complexity than about the performance surrounding it: Rock tosses his elbow pad, looks around the arena, and gives the audience time to react before the drop. WWE’s 2013 feature describes the setup as making the maneuver feel like a personal moment between Rock and the crowd. [WWE, “Rock vs. Cena: Analyzing their signature maneuvers,” March 27, 2013]
That pause is part of the point. WWE’s feature estimates that an average execution takes close to 10 seconds, including the rope run. That is WWE’s editorial estimate from 2013, not a formal measurement or a fixed duration. In the storytelling of a match, the delay leaves room for interruption; in the arena, it lets anticipation build before the payoff.

From a gag to one of Rock’s signature moves
The People’s Elbow’s identity grew from repetition and audience participation. Triple H’s 2025 account says it was not designed from the outset to become a major part of Rock’s act. Once the crowd responded, the bit became something Rock could return to and refine.
WWE’s 2013 feature illustrates how recognizable the routine had become by recounting John Cena attempting it at WrestleMania XXVIII before Rock stopped him. WWE’s current profile lists both the Rock Bottom and the People’s Elbow among Rock’s signature moves. [WWE, Dwayne “The Rock” Johnson profile]
