She is not playing Norrin Radd, the Silver Surfer identity most commonly associated with the comics.
Who is the Silver Surfer actress?
Marvel Studios and Disney list Julia Garner as the Silver Surfer in The Fantastic Four: First Steps. In the film, she plays Shalla-Bal, a distinct version of the character. Disney’s interview with Marvel Studios president Kevin Feige and the Disney UK press release confirm Garner’s casting; TheWrap and ComicBook.com identify her character as Shalla-Bal.
Is Julia Garner playing Norrin Radd?
No. Garner’s role is Shalla-Bal, not Norrin Radd. Norrin Radd is the Silver Surfer identity most often associated with the comics, but the film uses Shalla-Bal as its Surfer. TheWrap reports that Norrin Radd and the Silver Surfer concept debuted in Fantastic Four #48 in 1965, while Shalla-Bal is associated with Silver Surfer #1 in 1968; ComicBook.com also describes her comic-book history and relationship to Norrin Radd. These comic details provide context, but they do not make the film’s continuity identical to the comics.
What role does the Silver Surfer play in the film?
Shalla-Bal serves as Galactus’s herald, putting her on the opposing side of the Fantastic Four as Earth faces a cosmic threat. The film is set in a 1960s-inspired retro-futuristic world and begins four years after Reed Richards, Sue Storm, Johnny Storm, and Ben Grimm gained their powers. Disney frames the story around the team’s family bond as well as the danger facing Earth.

Feige described the film’s version of Galactus as a force rather than a conventional villain: “He is not evil. He is a constant. He is, as Shalla-Bal [Garner] says in the movie, ‘as necessary as the stars.’”

Shalla-Bal has a comic-book history of her own, so naming her clarifies more than a casting detail: Garner’s role is a distinct version of the Silver Surfer, not a new name for Norrin Radd. The film’s choice draws on Marvel’s broader character history, while the movie’s own setting and story remain distinct from comic continuity.
