What is The Program documentary about?
Directed and produced by James Fox, with Peter Coyote as narrator, The Program follows congressional attention to UAP, testimony about alleged secret government programs, and interviews with elected officials, former officials, military and intelligence figures, and other commentators. The film is presented as a follow-up to Fox’s earlier UFO documentaries. Its promotional descriptions and interviewees make strong claims about evidence that humanity is not alone; those are claims made in the film, not independently verified findings.

The documentary is specifically about U.S. UAP scrutiny and the debate around alleged government knowledge. It is not the only film titled The Program; the year and director identify this 2024 documentary.
What did David Grusch tell Congress about UAPs?
On July 26, 2023, the House Committee on Oversight held a hearing titled “Unidentified Anomalous Phenomena: Implications on National Security, Public Safety, and Government Transparency.” The listed witnesses were Ryan Graves, retired Commander David Fravor, and David Grusch.

Grusch’s written opening statement alleged that the government possessed extraterrestrial material and had reverse-engineering programs. He said his testimony about these matters was based on information he had received from others, rather than presenting those allegations as firsthand observations. In the filed statement, he said, “I am asking Congress to hold our Government to this standard and thoroughly investigate these claims.” The statement records what Grusch told Congress and how he described the basis for it; the fact that he testified under oath establishes that the claims were made, not that each claim was proven.
Does The Program prove UAP are extraterrestrial?
No. The film presents witness assertions and arguments, but those are not equivalent to independent verification. The House hearing record confirms the event and testimony. A separate official assessment, AARO’s 2024 Historical Record Report, concluded that it found no evidence that a U.S. government investigation, academic-sponsored research, or official review panel had confirmed any UAP sighting represented extraterrestrial technology. AARO also said investigative efforts had concluded that most sightings were ordinary objects or phenomena, or misidentifications.
These sources address different questions and should not be collapsed into a single verdict about every sighting. AARO’s stated finding concerns the scope of its historical review and the evidence it assessed. A case remaining unidentified means it has not been explained; it does not, on its own, show that it is extraterrestrial. The film’s account, the congressional record, and AARO’s conclusions are distinct layers of evidence.

Catalogs and availability can vary by country and change over time. Rotten Tomatoes lists Prime Video and Fandango as viewing options, and Tubi has a page for the film. However, Prime Video’s listing showed the title as unavailable in the locale reflected by that listing. Check the current title page in your region before subscribing, renting, or expecting to stream it.

Why do listings give different runtimes?
The platform listings do not agree: Rotten Tomatoes gives 1 hour 35 minutes, Prime Video gives 1 hour 42 minutes, and Tubi gives 1 hour 43 minutes. Treat these as differences in platform metadata rather than assuming a single runtime applies everywhere. Tubi also lists the film as TV-MA.
