The 15 Best Villains in Naruto, Ranked

From Pain and Obito to Orochimaru and Zabuza, these 15 Naruto antagonists are ranked by their influence, characterization, thematic weight, and staying power.

These are the 15 most compelling antagonists across Naruto and Naruto: Shippuden, ranked by story impact, characterization, thematic contrast with the heroes, and memorability—not by strength alone. This list includes characters who later change sides, but ranks Gaara and Sasuke only during their antagonist phases. It excludes antagonists introduced in Boruto.

There is no canonically correct “best” villain. The ranking is an argument: a frightening enemy can be memorable without being especially layered, while a character who shapes Naruto’s choices or the wider story may matter more than one with a larger threat level.

How the ranking works

Each entry is judged on four related questions: How much does the character affect the story? How distinctive are their motives and characterization? What idea or weakness do they expose in the heroes? And how memorable are their presence and confrontations? These criteria do not produce an objective score, and they do not treat power as a substitute for dramatic weight.

“Villain” here means an antagonist at a consequential point in the original series or Shippuden. That allows Gaara, Sasuke, and Obito to appear without labeling their entire character arcs as villainous. The list focuses on their antagonist roles.

The 15 best Naruto villains, ranked

15. Hidan

Hidan makes the list for the sharply unsettling energy he brings to the Akatsuki’s roster. His confrontational manner gives his scenes a different texture from the organization’s more reserved or calculating members. That distinction makes him easy to remember, even if his appeal rests more on menace and personality than on broad influence over Naruto’s development.

14. Kakuzu

Kakuzu works as a contrast to Hidan: where his partner is loud and volatile, Kakuzu reads as controlled and pragmatic. Their pairing gives the story two very different kinds of threat in one antagonistic team. Kakuzu’s strongest place on this list is as a memorable supporting villain rather than a figure who reshapes the series’ central conflict.

13. Deidara

Deidara stands out because he brings a distinctive artistic sensibility to villainy. That self-image separates him from antagonists defined chiefly by ideology, grief, or political ambition. His presence is vivid, though his significance to the larger story is narrower than that of the characters ranked above him.

12. Sasori

Sasori adds a more introspective edge to the Akatsuki’s threats. His history gives his antagonist role a personal dimension, making him more than a striking opponent in the story’s succession of battles. He ranks below the most consequential villains because his impact is more concentrated in his own conflict than in the series-wide struggle.

11. Kisame Hoshigaki

Kisame’s physical threat is only part of what makes him effective; his loyalty gives him a clear identity within the Akatsuki. VIZ’s description of Naruto, Vol. 65 identifies Kisame as an Akatsuki member who faces Guy, a useful publisher reference for his place in the conflict (VIZ, Naruto, Vol. 65). He is a memorable antagonist, but his role is less central to Naruto’s moral and emotional journey than those of the top-ranked characters.

10. Kabuto Yakushi

Kabuto earns his place through the way his role can escalate beyond its early impression. He is compelling as a character whose identity and ambitions become increasingly difficult to read. That transformation gives him more narrative reach than many one-arc adversaries, even if his characterization is less immediately affecting than the most psychologically resonant figures on this list.

9. Kaguya Ōtsutsuki

Kaguya ranks highly for the scale of the final threat she represents, but not as highly for character development. That distinction matters: being the endpoint of a conflict does not automatically make an antagonist its most satisfying personality. Her place here recognizes the magnitude of her role while acknowledging that story stakes and characterization are separate measures.

8. Danzō Shimura

Danzō represents an institutional kind of antagonism: the danger of authority exercised in the name of security. That makes him a useful counterpoint to villains whose threats are more openly personal or ideological. His appeal is less about spectacle than about the unease created when harmful choices are presented as necessary governance.

7. Gaara, during his antagonist phase

Gaara belongs on this list only under the stated rule that a character can count as a villain for a consequential antagonist phase. His early role gives Naruto a personal contrast: both characters are shaped by isolation, but they become very different threats. The later change in Gaara’s role is part of why he is compelling; this ranking evaluates the antagonist phase, not the whole character as a villain.

6. Sasuke Uchiha, during his antagonist phase

Sasuke is the most debatable inclusion because “villain” can mean more than an enemy in a particular stretch of the story. Here, the term includes a major character who becomes an antagonist to Naruto and the wider conflict, rather than requiring a permanent or uncomplicated villain identity. His importance comes from how intimate that opposition is: the conflict is bound up with a relationship central to the series, not merely a contest between hero and stranger.

5. Zabuza Momochi

Zabuza is a strong early-series antagonist because he helps establish that enemies in Naruto can be dangerous without being simple. His place in the ranking reflects tone-setting and memorability more than influence over the late-series plot. He is a reminder that a villain’s value can lie in what an early encounter teaches the reader to expect from the story.

4. Orochimaru

Orochimaru’s enduring menace makes him one of the series’ defining antagonists. He represents a persistent, personal kind of threat: unsettling in presence and difficult to reduce to a single conflict or moment. He ranks just outside the top three because the story’s most consequential ideological and political antagonists have a stronger claim on its central themes, but his long-running shadow keeps him near the top.

3. Madara Uchiha

Madara’s rank reflects his stature in the late-series conflict and the scale of the challenge he poses. The official Naruto episode summary for “My First Friend” describes him as the Allied Shinobi Forces’ greatest foe (official episode summary, “My First Friend”). That supports his position as a towering adversary, but threat scale alone is not enough to take the top spot: the most layered villains combine scale with a more intimate connection to the story’s central emotional questions.

2. Obito Uchiha

Obito combines personal history with responsibility for a conflict far larger than himself. The official episode summary “Obito and Madara” says Obito worked with Madara for years to orchestrate Project Tsuki no Me (official episode summary, “Obito and Madara”), and the summary for “Obito Uchiha” identifies the masked man as Obito (official episode summary, “Obito Uchiha”). Those anchors make the link between his identity and the larger scheme clear. He ranks second because his arc gives the series’ conflict a personal, tragic dimension, even as its reveals and turns invite debate about how fully his motives land.

1. Pain / Nagato

Pain is the strongest overall choice because the antagonist identity and the person behind it invite the series’ most direct kind of comparison with Naruto: what suffering does to someone, and what response to it is possible? Ranking “Pain / Nagato” together makes clear that the villain readers confront and the person whose story explains that role are not separate entries. His strength is thematic force as well as menace; the qualification is that this kind of ideological weight can make the conflict feel more like an argument than a conventional villain-versus-hero contest.
