The 20 Best One Piece Villains, Ranked (With Manga Spoilers)

Who is the best One Piece villain? This manga-spoiler ranking weighs impact, character, threat and lasting consequences—not strength alone.

Manga spoilers through the Final Saga, including Wano, Egghead and Elbaf. Donquixote Doflamingo is the strongest overall pick for the best villain in One Piece: his personal menace, the scale of his cruelty and his lasting effect on Dressrosa make him more than a powerful opponent. This is a subjective ranking of villain quality—not strength or official consensus—and unfinished stories may change where some characters belong.

How this ranking weighs the villains

The order weighs five things: how much a character changes an arc or the wider world; the clarity and depth of their motives and characterization; the pressure they put on the heroes; the emotional harm they cause; and their continuing relevance. Strength matters when it serves the story, but it does not decide the list by itself. A character can be a compelling opponent without being a straightforwardly evil villain.

One Piece also leaves room for defeated characters to return. In a VIZ interview first published in the April 9, 2018 issue of Weekly Shonen Jump, creator Eiichiro Oda said: “One thing about One Piece that might be different from other series is that the defeated villains are usually still alive.   1. Donquixote Doflamingo

    Doflamingo turns Dressrosa into a kingdom-sized expression of his entitlement. His control of the country, his exploitation of its people and his ability to make cruelty feel theatrical give Luffy’s fight against him stakes beyond a difficult battle. His past helps explain his worldview without excusing it. He ranks first because his characterization, personal threat and damage to an entire community reinforce one another.

  2. Marshall D. Teach (Blackbeard)

    Teach is dangerous not just because of his ambition and power, but because he presents himself as a dark reflection of the series’ dreamers: he believes fiercely in possibility, yet pursues it through ruthless betrayal and violence. His role keeps expanding as the story approaches its endgame, making him one of the most consequential active antagonists. His final place in the story—and whether he is its final villain—remains unconfirmed.

  3. Imu

    Imu’s position at the center of the World Government makes the character’s presence consequential even before the full story is known. The mystery creates anticipation, but it also limits what can fairly be judged: Imu’s motives and complete characterization remain unresolved. This high placement is provisional and reflects story position, not a completed villain arc.

  4. Kaido

    Kaido’s rule over Wano makes him a physical and political obstacle to a country’s freedom. His overwhelming force gives the conflict scale, while his relationship to strength and defeat adds dimension beyond sheer durability. His place below Doflamingo reflects the latter’s more personally textured role as a ruler and abuser, rather than a claim that Kaido is less powerful.

  5. Crocodile

    Crocodile’s attempt to take control of Alabasta makes him an early example of a villain whose danger extends well beyond the Straw Hats. He works through deception, influence and a deliberate plan to destabilize a country. His cool calculation and the arc’s national stakes make him one of the series’ most effective early antagonists.

  6. Rob Lucci

    Lucci is memorable for the cold certainty with which he serves the World Government. His conflict with Luffy is both a test of physical resolve and a collision with an institution that treats people as expendable. His return to the story gives him continuing relevance, while his defining appeal remains his unnerving, direct opposition to the crew.

  7. Big Mom

    Big Mom combines immense force with a distinctive, frightening vision of family and belonging. Her power shapes whole communities, and the gap between her childlike desires and the harm she inflicts makes her especially unpredictable.     Akainu represents justice taken to an uncompromising extreme.   11. Saint Jaygarcia Saturn

    Saturn makes the World Government’s highest reaches feel immediate and violent. His role in the Egghead conflict connects institutional power to direct harm, raising the stakes beyond a clash with an isolated pirate crew. His broader place in the story is still developing, so this ranking reflects his impact so far rather than a settled assessment of the Final Saga.

  12. Kurozumi Orochi

    Orochi’s rule over Wano is defined by exploitation and the suffering imposed on ordinary people. He is not the most formidable combatant on this list, but his political role makes the country’s oppression concrete. That distinction matters: villain quality comes from what a character does to the story and its people, not just how difficult they are to defeat.

  13. Gecko Moria

    Moria’s control over Thriller Bark gives the arc a grim, strange atmosphere, and his use of others’ shadows turns his power into a threat to identity as well as safety. The character also offers a more defeated, cynical contrast to Luffy’s ambition.     As the formidable chief of Impel Down, Magellan makes the prison itself feel like an adversary. His role is tightly focused: he is an obstacle whose authority and lethal abilities leave the escape attempt in genuine peril. He ranks below villains with larger personal or political arcs, but he is exceptionally effective in the story he occupies.

  15. Hody Jones

    Hody is a villain whose hatred is shaped by inherited prejudice rather than a personal grievance against Luffy. His returns also show how One Piece can turn a defeated enemy into a continuing source of story and comedy. In that same VIZ interview, Oda was asked whether Buggy’s return to Impel Down had been planned. He answered, “Not at all!   19. Figarland Shamrock

    Shamrock’s place on a manga-wide list reflects the importance of his connection to the story’s expanding power structure and the unresolved questions around his role. Is there an official ranking of One Piece villains?

No official villain ranking is established here. Toei Animation’s May 11, 2026 report on the WT100 global character poll said that 1,567 One Piece characters were included. Its midterm top five were Monkey D. Luffy, Roronoa Zoro, Sanji, Nami and Trafalgar Law. That was an overall character popularity poll, not a villain-only ranking or a measure of writing quality, so it cannot establish which villain is best. How this manga ranking differs from the live-action series

Who is the main villain in One Piece?

There is no single confirmed answer for the entire series. Different arcs have different central antagonists, and the manga’s endgame roles are still developing.

Is Blackbeard the final villain in One Piece?

That has not been confirmed. Teach is an active endgame candidate, but his ultimate place in the story remains unresolved.

Is Imu stronger than other One Piece villains?
