Lee reportedly went further, joking that Doom might govern better than the people currently in charge. That argument is about Doom’s ambition, though—not a claim that his violent actions are harmless.
What Stan Lee reportedly said about Doctor Doom
In a September 5, 2017, report, ComicBook.com’s Megan Peters says Lee was asked to name his favorite supervillain and chose Doctor Doom. Lee then argued that people misunderstand Doom because “all he wants is to rule the world.”
As quoted in that report, Lee imagined Doom responding to a police officer: “It’s not a crime to want to rule the world.” He also called it “unfair that he’s considered a villain,” suggested Doom might do a better job of ruling, and said he would like to clear the character’s name. Read ComicBook.com’s account of Lee’s remarks.

Why the joke does not make Doom’s actions innocent
Lee’s line separates a desire for power from the conduct used to pursue it. Wanting to rule is not, by itself, the same as committing a crime. But the report also acknowledges that Doom is feared for his violence. His reputation as a villain turns on what he does, not only on what he wants.
That is what makes Lee’s defense deliberately contrarian: he treats Doom’s ambition as insufficient grounds for the label, then playfully entertains the possibility that Doom could govern well. It is a provocative hypothetical, not evidence that Doom’s rule would be just or that his methods are benign.

Doom’s place in Marvel—and Lee’s broader view of villains
Marvel identifies Fantastic Four #5, written by Lee, as Doctor Doom’s introduction. Doom’s long-standing role as an antagonist provides the context for the joke: the ambition Lee singles out is only one part of how the character is portrayed. Marvel’s article on the Lee and Kirby centennial gives the first-appearance context.
Lee offered a broader account of how he thought heroes and villains should be framed in an interview with the National Endowment for the Arts. He said, “We didn’t want to draw tough guys villains who’d seem more macho and more glamorous than the hero as they often do in movies now.” He explained that the stories aimed to make the hero the character readers would want to emulate. That general principle helps frame Lee’s storytelling, but it is separate from his specific, joking defense of Doom. Read Lee’s NEA interview.

Fantastic Four #5 is the relevant starting point for Doom’s first appearance, according to Marvel. Marvel also lists Stan Lee Meets Dr. Doom (2006) #1, whose description says Doom reflects on his history of villainy; it is a separate character-focused comic, not the source of the 2017 interview. See Marvel’s listing for Stan Lee Meets Dr. Doom (2006) #1.
