The creator, identified in local reports as Savannah, argued that parents—not advertisers—should manage what their children encounter online. Ad Standards later found the advertisement did not breach its standards.
What appeared on the Osborne Park billboard?
PerthNow reported on 10 April 2023 that a billboard in Osborne Park showed Savannah in a bikini, alongside her Instagram handle and a QR code leading to her OnlyFans page. 7NEWS later specified its location as the intersection of Green Street and Scarborough Beach Road. The public-facing image described in those reports was a bikini photograph; they did not describe explicit material displayed on the billboard itself.
For the original report and Savannah’s response, see PerthNow’s 10 April 2023 story. The location and later regulatory decision were reported by 7NEWS on 5 May 2023.
What was Savannah’s message to parents?
People objected to the billboard’s placement and raised concerns that children might see the image or scan the code to reach adult content. Savannah responded that a bikini image was not inherently inappropriate and said parents should supervise children’s online access. PerthNow quoted her saying: “If your kids know what OnlyFans is then that’s on you guys not on me.”

- 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
The dispute involved two different points of access: a publicly visible advertisement featuring a bikini image, and a QR code associated with an age-restricted platform. The reporting describes concern about where the code led, not explicit content printed on the billboard.
What did Ad Standards decide?
On 5 May 2023, 7NEWS reported that Ad Standards’ Community Panel found the ad did not breach its standards. The outlet said the review followed 350 complaints. That is the number reported as prompting the review, not a measure of opinion across Perth or the wider community.

As quoted by 7NEWS, the panel said the image “is not of itself suggestive of a sexual position, and there are no other elements in the advertisement to indicate otherwise”. The report said the panel considered the image comparable to imagery used by fashion, health or fitness brands. The finding addressed the ad under the standards considered by the panel; it was not a ruling that the linked platform was suitable for children.

PerthNow reported on 27 November 2023 that the City of Stirling was considering a guideline amendment concerning adult-only advertising, with a proposal before a committee. That report establishes a proposal at that time, not its final adoption or present status. Mayor Mark Irwin was quoted in the earlier PerthNow story as saying that “content and editorial control of what is displayed on the billboard is a decision made by a private entity”.
