1. Mega Rayquaza

2. Mega Mewtwo Y
Mega Mewtwo Y is the special-attacking counterpart to the physical force represented by Mega Mewtwo X. 3. Mega Mewtwo X

4. Mega Gengar
Mega Gengar pairs a Special Attack base stat of 170 in the X/Y table with Shadow Tag, an ability listed for the form in that same context. That combination makes its threat more than a matter of raw damage: the ability can make it difficult for an opposing Pokémon to leave, giving Mega Gengar a distinctive pressure role. 5. Mega Kangaskhan
Mega Kangaskhan’s X/Y ability is listed as Parental Bond. An ability that changes how its attacks operate can translate into practical pressure beyond what a stat line alone suggests. 10. Mega Gardevoir
Mega Gardevoir rounds out the list with a strong special-attacking profile and Pixilate, the ability listed for it in the X/Y reference. The table gives it a Special Attack base stat of 165 in that game context. That is a notable figure, but the form’s position reflects the full comparison—not a ranking made by sorting Special Attack values alone.

There is no sourced official answer that applies across all games and formats. In this editorial ranking, Mega Rayquaza is the strongest overall because the list prioritizes a broad battle-threat profile. Is Mega Rayquaza stronger than Mega Mewtwo?
