What was 11:45?
11:45 was a proposed nightclub, cocktail bar and speak-easy venue in a vacant building at 789 Wellington Street, West Perth. In January 2024, PerthNow reported the plans and quoted the application’s description of its intended audience: “The target client base for the venue is 25 year olds and above.” The applicant also described an “older crowd” as having different social expectations and requirements from younger patrons. These were the applicant’s stated aims, not findings from an independent study of demand or audience preferences. PerthNow’s January 2024 report
The phrase “mums and dads on a night out” is a shorthand for that proposed audience, not a claim that parents as a group want this kind of venue. The application pitched 11:45 as a more relaxed alternative to a conventional high-volume nightclub, with culturally diverse music and lower-volume sound.
What was planned inside?
The January 2024 proposal described several uses within a three-storey venue:

- Two dance floors and three DJ booths.
- A cocktail lounge, including a VIP area; PerthNow described the first floor as a cocktail lounge.
- Functions such as balls and birthday parties, as well as live gigs.
The proposed capacity was 1,400 people, as reported by PerthNow in January 2024. That is a figure for the proposal, not a verified capacity for an operating venue or a measure of actual attendance. The application also proposed a robotic cocktail machine, monitored by staff and security, with orders placed through an app or tablet. This was a proposed feature; the reporting does not establish that the equipment was installed or used.
What approvals or support did the proposal receive?
City of Perth fit-out grant
In July 2024, the City of Perth approved a $25,000 Business Improvement Grant for the proposed fit-out. The City’s 30 July council agenda described the project as a major development and fit-out of a vacant block for a nightclub, cocktail bar and speak-easy venue at 789 Wellington Street. PerthNow reported the grant approval on 3 August 2024. A grant for proposed work is not evidence that the fit-out was completed or that the venue opened. Nightclub licence review
The Liquor Commission of Western Australia’s 2024–25 annual report lists a review of the Director of Liquor Licensing’s conditional grant of a nightclub licence for 11:45. As at 30 June 2025, the report recorded the decision as reserved. That status does not establish the later outcome of the review, the final licensing position or whether the venue began operating. The sources available here do not establish that 11:45 opened, nor do they establish that the proposal was cancelled or abandoned. The latest specific licensing status identified is the Liquor Commission’s “decision reserved” entry dated 30 June 2025. That is a dated status, not confirmation of the venue’s present operating status.
