There is no official canon ranking of the best Skypiea characters. This editorial list weighs each character’s influence on the arc’s conflict, memorable choices, characterization, and thematic importance—not just fighting ability. Spoilers for the Skypiea arc follow.
10. Sanji
Sanji makes the list for a focused but memorable contribution to the crisis: he acts decisively when the crew is in danger, using his resourcefulness as well as his fighting skill. His general role as the Straw Hats’ cook and kick-based martial artist is confirmed in Bandai Namco’s crew overview, but his place here rests on what he does in this arc, not on that profile alone. Bandai Namco’s Straw Hat profiles
9. Zoro
Zoro brings the crew’s combat presence to Skypiea, but strength by itself does not make him one of the arc’s most important figures. He ranks here as a memorable member of the group facing Enel’s forces, below characters whose choices more directly shape the conflict or represent the island’s history. Bandai Namco identifies him as a powerful combatant who uses a three-sword style; that is context for his broader crew role, not a measure of his arc-specific importance. Bandai Namco’s Straw Hat profiles
8. Nami
Nami’s value in this arc is not reducible to combat. As the crew’s navigator, she helps make the unfamiliar sky-island setting legible to the Straw Hats and the reader, while her decisions keep her involved as the danger escalates. Her crew role is confirmed by Bandai Namco; this ranking reflects her function within the Skypiea story rather than a claim that the official profile ranks her contribution.

7. Conis
Conis is an important civilian point of entry into Skypiea. As a resident of Angel Beach and Pagaya’s daughter, she introduces Luffy’s group to the culture of the sky island. That makes her valuable in a story where the local society and its rules matter as much as the Straw Hats’ arrival. ONE PIECE.com’s Conis profile confirms her place in the community and her role in guiding the crew into its customs.
6. Robin
Robin adds a historical dimension to the Straw Hats’ adventure. Her role as the crew’s archaeologist makes her particularly suited to a story built around an island’s past and the traces it has left behind. Bandai Namco’s profile confirms her occupation, while her ranking here reflects the arc’s emphasis on history rather than a comparison of her fighting ability with the other characters. 5. Luffy
Luffy is the central force pushing the conflict toward its resolution. As the crew’s captain and the story’s protagonist, he confronts Enel’s rule directly; his presence also puts the Straw Hats’ very different outlook on power against the island’s imposed hierarchy. His general role is described by Bandai Namco, but his high placement is an editorial judgment about his importance in Skypiea.
4. Gan Fall
Gan Fall represents a kind of leadership distinct from Enel’s: service rather than domination. He was Skypiea’s former God, lost power to Enel, and continued helping those harmed by the new order as the Sky Knight. After Enel is defeated, Gan Fall becomes God again, giving the arc a figure associated with restoration as well as resistance. ONE PIECE.com’s Gan Fall profile

3. Wyper
Wyper gives the Shandian struggle its most forceful human face. A warrior and leader descended from Kalgara, he fights Enel in pursuit of his people’s homeland and is willing to sacrifice himself for that cause. His ranking reflects more than his determination in battle: his fight carries the weight of inherited history and a people’s claim to their home. ONE PIECE.com’s Wyper profile
2. Enel
Enel is the arc’s defining antagonist because his rule creates the danger confronting both the Straw Hats and Skypiea’s inhabitants. According to ONE PIECE.com’s Enel profile, he had ruled as Skypiea’s God for six years before Luffy arrived, using Mantra to keep residents under fear. His Goro Goro no Mi power contributes to his threat, but his arrogance in claiming divine authority is what makes him so central to the arc’s conflict.

1. Kalgara
Kalgara earns the top spot for the historical and thematic weight he gives Skypiea’s struggle. The arc’s conflict is not only a present-day contest against Enel; it is also bound to the Shandians’ history and their claim to their homeland. Wyper’s official profile identifies him as Kalgara’s descendant, linking the resistance in the present to an earlier generation. That legacy makes Kalgara the most resonant character in a story where the past remains active in the present. ONE PIECE.com’s Wyper profile
Why the ranking includes both Straw Hats and Skypiea locals
The Straw Hats bring the outside perspective and drive the confrontation forward, but Skypiea’s residents give the conflict its local stakes. Conis introduces the island’s civilian culture, Gan Fall illustrates a model of leadership under occupation, and Wyper embodies the struggle to reclaim a homeland. The ranking therefore treats arc importance separately from fighting strength: a character can matter because of what they represent, even if they are not the strongest combatant.
