What is NCIS season 22 episode 3 about?
CBS’s official synopsis sets up the case: “NCIS is called in to investigate when a lieutenant returns home on the eve of Halloween to find a surprise party being thrown for someone else at his place.” That odd intrusion gives the episode a clear seasonal hook without requiring a sprawling Halloween storyline.
The premise is the episode’s most immediately appealing idea: an unexpected party at the wrong person’s home is an amusing, slightly uncanny way to launch an investigation. Yet a strong setup is not the same thing as a satisfying mystery. The hook draws attention, but the case’s eventual reward feels modest rather than especially surprising or resonant.
Does the Halloween mystery pay off?
The episode’s appeal rests on how well its procedural case develops from that unusual discovery. The Halloween-eve timing supplies atmosphere and a little comic disorientation, but it does not by itself make the investigation memorable. The central idea is more distinctive than the payoff, leaving the story feeling like a seasonal wrapper around a fairly routine case rather than a mystery that earns its strange opening.

That imbalance is the main limitation: the initial question of why a party is happening in the lieutenant’s home invites curiosity, but the resolution does not deliver an equally strong sense of discovery. The result is watchable procedural television with a memorable premise and comparatively little lingering satisfaction.
How does the episode fit into NCIS?
“The Trouble with Hal” is directed by Michael Zinberg and written by Scott Williams. Donna Mills appears as guest star Wanda Prescott. Those credits give the episode a recognizable guest presence, but the available episode information does not establish a broader shift in the season’s ongoing team story. It is best approached as a case-led installment with a Halloween setting, not as a major seasonal turning point.

How did critics respond?
Rotten Tomatoes lists three critic reviews, a small sample rather than a representative measure of either critics or viewers. Two listed scores show how judgments differ: Brittany Frederick of CBR rated the episode 5/10, while Lisa Babick of TV Fanatic gave it 4/5. Those scores use different scales and should not be averaged or treated as directly equivalent. The split is consistent with an episode whose premise can charm even when its mystery does not fully reward the investment.
