The proposed drive-in cinema at Harmony Fields in Maddington was expected to be withdrawn, but a formal withdrawal was not confirmed in the City of Gosnells’ July 2025 statement. The City said it understood the applicant would no longer proceed; the decision to withdraw belonged to Ace Cinemas, the applicant. The phrase “NIMBY win” frames the dispute, but does not establish that residents’ concerns were the sole cause of the proposal’s apparent stalling.
What was proposed at Harmony Fields?
Rowe Group’s proposal was reported as a $12 million outdoor cinema with four screens and 800 parking bays, alongside a central café and mini golf. It was planned to operate seven days a week, from sunset until 1 a.m., with two screenings each night. PerthNow described the site as beside the Harmony Fields sporting fields, not on the playing ovals. PerthNow, 31 July 2025
Why did residents object?
Reports described objections focused on local amenity, noise, traffic and environmental impacts. Earlier local coverage also reported concern about trees used by black cockatoos and disruption to the area. These were residents’ concerns, not findings from a completed environmental assessment. PerthNow; Your Local Examiner, 21 November 2024
Your Local Examiner reported that more than 50 community members attended a November 2024 Council meeting. The City of Gosnells’ minutes index records a petition with 1,208 signatures requesting that the application be denied. Neither figure should be read as a poll of all residents. At the meeting, Maddington resident Darren Kelly argued that loss of public open space would affect people who used it for exercise, dog walking and relaxation. Mayor Terresa Lynes, meanwhile, cautioned that a motion disrupting the planning process could undermine confidence in it. Those statements capture competing concerns: how the land is used and how a development application should be handled. Your Local Examiner
What did Council decide, and what remained with the applicant?
The process unfolded over several months, and Council’s position on City land was not the same thing as a formal withdrawal of the development application.

- 31 July 2025: The City told PerthNow it understood the applicant would withdraw, while making clear that the applicant—not the City—controlled that decision. Ace Cinemas declined to comment to the outlet. PerthNow
As Ian Cowie, the City’s chief executive, put it: “The decision on whether to withdraw the application rests with the applicant and not the city.” He also said the City understood “that the application will be withdrawn.” The distinction matters: the July report described an expectation, not confirmation that paperwork had been lodged or that a final development decision had been made. PerthNow
Was another site being considered?
In July 2025, PerthNow reported that the City knew proponents were evaluating another site, but Cowie could not confirm whether it was within the City of Gosnells. That report did not identify a selected alternative. PerthNow

An earlier possibility was land near Tom Bateman Wetlands in Thornlie. Mayor Terresa Lynes told Your Local Examiner that the State Government did not support that option while the land was being used for Thornlie–Cockburn Link rail works and intended to rehabilitate it afterwards. This was an earlier site option, not confirmation that it had become the current alternative. Your Local Examiner
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What is the status of the Maddington proposal?
Based on the reported record through 31 July 2025, the proposal appeared likely to be shelved: Council had said it would no longer support using City land, and the City understood Ace Cinemas would withdraw. But the available reporting did not confirm formal withdrawal, a final planning determination or the selection of another site. The accurate description is therefore “expected to be withdrawn,” rather than “withdrawn.”
