Was the film delayed?

What does “the rip” mean?
Carnahan told Netflix Tudum that “The Rip” is Miami police parlance for taking a suspect’s property: the seizure of cash, drugs, or weapons is called a “rip.” He also described the film’s inspiration as a personal experience involving a friend who was both a father and head of tactical narcotics for Miami-Dade police, alongside his interest in 1970s police thrillers.
