Storm (Ororo Munroe) is the clearest answer: Marvel describes her as an Omega-level mutant whose psionic abilities control a broad range of weather. But Marvel’s official material cited here does not establish a definitive ten-character ranking, so a ranked list of ten would claim more than the evidence supports. The useful comparison is what weather control can do, what limits it, and why Storm stands apart in the available documentation.
Why a definitive top ten is not supported
“Most powerful” depends on what is being compared: the range of atmospheric effects, scale and duration, precision, reach beyond a normal planetary atmosphere, and the costs or constraints shown in stories. Those are useful editorial criteria, not an official Marvel scoring system. The Marvel profiles available here do not provide enough character-by-character evidence to score ten superheroes consistently or order them by power.
There is also a category problem. Marvel says Ego, a living planet, can manipulate weather, but whether a planetary being belongs on a list of superheroes is debatable. Marvel’s Storm profile mentions another weather manipulator, Deluge, without establishing a comparative ranking. Neither reference fills out a defensible top ten.
Storm: the strongest-supported weather controller
Marvel’s Storm in-comics profile calls Ororo Munroe an “atmokinetic” and describes her as one of Earth’s most powerful mutants. Her weather manipulation is psionic: she controls elemental forces associated with the atmosphere, rather than simply summoning any condition she chooses.

What Storm can do
- Redirect winds, from gentle breezes to hurricane force, and use wind to fly.
- Change temperature and humidity, and produce rain or fog.
- Induce lightning and other atmospheric electrical phenomena.
- Disperse natural storms and create localized effects, including indoors or in artificially maintained environments.
- Manipulate solar wind in space, according to Marvel’s profile.
Marvel’s profile gives her flight speed as up to 300 mph. That is a fictional character specification, not a real-world measurement or evidence that she outranks every other weather controller.
What limits her control
Storm cannot create atmospheric conditions that do not naturally exist in her environment. Her physical condition, will, and emotions affect how well she controls her powers. Her effects can also shift conditions elsewhere: Marvel notes that producing torrential rain in one area may require drawing available moisture from the surrounding area. These limits make “controls the weather” more accurate than “can create any weather at will.”

Keep Storm’s mutant powers distinct from magic
Marvel also identifies Storm as an Omega-level mutant in its article on mystical mutants, while discussing her separate magical heritage and occasional magical feats. Her ordinary weather manipulation is presented as a mutant ability; a specific magical feat should not be treated as proof that all her weather control is magic.

Marvel’s Storm reading page names Giant-Size X-Men (1975) #1 and Uncanny X-Men (1963) #102 among its selections. For a storm-themed Thor collection, Immortal Thor Vol. 1: All Weather Turns to Storm is a trade paperback published March 13, 2024, collecting Immortal Thor (2023) #1–5 and material from Thor Annual (2023) #1. That is a reading option, not evidence for a weather-controller ranking.
