La Marcha de Banderas del Perú es una composición musical que la Ley 32251 reconoce como emblema nacional para rendir honores a la República. La ley atribuye la música a José Sabas Libornio Ibarra y la letra a Ludovico María, y enumera las ceremonias en que corresponde interpretarla. La letra difundida en publicaciones puede servir para identificar la versión conocida, pero la ley remite la publicación de la partitura y la letra al reglamento.
¿Qué es la Marcha de Banderas?
El artículo 18 de la Ley 32251 define la Marcha de Banderas como un emblema nacional consistente en una composición musical destinada a rendir honores a la República del Perú. No es otro nombre legal para el Himno Nacional: la ley la trata como un emblema con una función ceremonial específica.
¿Quiénes son sus autores?
La Ley 32251 atribuye la música a José Sabas Libornio Ibarra y la letra a Ludovico María. En cuanto a la documentación musical, un anexo del Ministerio de Cultura describe una partitura manuscrita de la Marcha Nacional Peruana, conocida como Marcha de Banderas, dentro de un cuaderno firmado por Libornio y custodiado por el Centro de Estudios Histórico Militares del Perú.

El Ministerio de Cultura describe usos ceremoniales civiles y militares, incluidos izamientos de bandera, así como ceremonias religiosas oficiales en las que se eleva la Sagrada Hostia durante misas de Tedeum. Esos ejemplos documentan prácticas, mientras que la lista de ocasiones anterior reproduce las que establece la ley; no permiten concluir que cualquier uso público o adaptación musical esté automáticamente permitido.
¿Cuál es la letra de la Marcha de Banderas?
Una transcripción publicada por La República en 2023 comienza «Arriba, arriba el Perú» y presenta la marcha como acompañamiento del izamiento de la bandera en actos protocolares. Puede consultarse como una versión difundida, no como prueba de que esa transcripción sea el texto legal definitivo.

La Ley 32251 dispone que la partitura y la letra de la composición se publiquen en su reglamento. Las fuentes citadas aquí no permiten confirmar si el reglamento ya publicó esos materiales. Por eso conviene distinguir una letra reproducida por un medio de la publicación oficial prevista por la ley, en lugar de presentar la primera como definitiva.
Qué se sabe de su historia documental
El anexo del Ministerio de Cultura identifica una partitura manuscrita de Libornio en un cuaderno vinculado al periodo 1895–1915 y señala la custodia del Centro de Estudios Histórico Militares del Perú. También recoge su uso en ceremonias civiles, militares y religiosas. Esa documentación respalda la existencia de la partitura y ofrece contexto sobre su uso, pero no fija por sí sola la fecha exacta en que se compuso o estrenó la marcha.

El artículo 19 de la Ley 32251 exige respetar los símbolos de la patria, los símbolos del Estado y los emblemas nacionales. Señala: “Por ningún motivo deben ser empleados con alteraciones o mutilaciones, ni usados desgastados, decoloridos o para propósitos no permitidos por ley, ni modificados para fines distintos para los que fueron creados.”
