The 2025 proposal to recognize Seattle’s Museum of Pop Culture (MoPOP) as a national museum is H.R. 3290, the National Museum of Pop Culture Act. The Congress.gov record consulted lists it as introduced and referred to the House Committee on Natural Resources; it does not show that the designation has taken effect.
What H.R. 3290 proposes
Introduced in the 119th Congress on May 8, 2025, H.R. 3290 would designate the Museum of Pop Culture in Seattle as the “National Museum of Pop Culture.” The bill’s formal name is the National Museum of Pop Culture Act.
The bill text defines the limits of the proposed designation: it would not make MoPOP a unit of the National Park System, and it would not require or permit federal funds to be spent for any purpose related to the museum. In the text introduced, the measure is a recognition designation, not a transfer to the park system or an authorization for federal operating support. (Introduced bill text.)
Where the bill stands
The Congress.gov record consulted lists H.R. 3290 as “Introduced.” Its latest listed action is referral to the House Committee on Natural Resources on May 8, 2025. That is a recorded committee referral, not enactment; check the live Congress.gov record for any subsequent action.

How the proposal follows a 2024 resolution
A related measure came before the House in the previous Congress. H.Res. 1318, introduced June 25, 2024, proposed that the House recognize MoPOP as the “National Museum of Pop Culture” and was referred to the House Committee on Natural Resources. Unlike that House resolution, H.R. 3290 is a bill whose text proposes a statutory designation. The 2024 resolution is historical context, not the current proposal.
The 2024 resolution’s recitals described MoPOP as a flagship institution for preserving and studying pop culture history, citing collections and oral histories related to hip-hop, science fiction, Jimi Hendrix, and the original Star Trek. Those statements are the resolution’s stated rationale, rather than independently audited findings. (Resolution text.)

Why supporters say MoPOP merits recognition
In a 2025 announcement, the Office of Congresswoman Pramila Jayapal, identified as the bill’s lead, said MoPOP had over 85,000 artifacts and welcomed over 750,000 visitors annually. Those are figures reported by Jayapal’s office in 2025, not independently verified counts here. The office presented the bill as bipartisan.
Jayapal said the designation would recognize MoPOP’s role in celebrating regional and global arts culture and support its educational work with local visitors and tourists. MoPOP CEO Michele Y. Smith said the legislation affirms the role of pop culture in collective memory and the museum’s commitment to preserving stories, artifacts, and creativity across generations. These are supporters’ explanations for the measure, not additional legal effects of the bill. (Jayapal’s May 8, 2025 announcement.)
