The Magic: The Gathering Lord of the Rings card list depends on which cards you mean: the main Tales of Middle-earth set is LTR, while its Commander cards are LTC. Which Lord of the Rings MTG card list do you need?
There is no single checklist that cleanly covers every printing and related card pool. Wizards’ collecting guide distinguishes the main release, Commander cards, and special treatments. Use the appropriate gallery for the cards you want to identify.

Wizards’ collecting guide is the publisher’s overview of product distribution and card treatments, and links readers to the relevant galleries. If you are making a checklist, decide first whether it should include only LTR, add LTC, track variant printings, or include The List as a separate category.
Are the Commander cards included in the main set list?
No. LTR is the code for the main set; the accompanying Commander cards use LTC. The official Commander announcement lists four themed decks: Riders of Rohan, Food and Fellowship, Elven Council, and The Hosts of Mordor. Their colors and new-card counts are summarized here:

Wizards’ collecting guide says each deck has 20 new-to-Magic cards, including two mythic rares, and includes a foil-etched display commander and a Collector Booster Sample Pack. For identifying the actual cards, consult the official decklists alongside the Commander card gallery.
There is an important limitation to the interactive decklists: Wizards says they automatically show the newest printing of each card, including printings that may not be in the physical deck, and cards missing from its database may appear under “Other.” The lists are therefore not card-for-card product displays. Use them to browse deck contents, but verify exact included printings against the product documentation and the relevant card gallery.

What is The List, and how often does it appear?
For this release, The List is a separate selection of 300 cards chosen to complement the setting, according to Wizards’ 2023 announcement. A card from The List appears about 25% of the time in the final slot of a Set Booster, according to that same announcement. That is a reported chance, not a promise that a particular card—or even a List card—will be in a given pack.
The List cards retain their usual format legality; their inclusion in The List does not itself change that status. Check the card’s current legality and relevant format rules if you are building a deck.

Which product should you choose to find or play the cards?
The product line includes both ready-to-play options and randomized products. Wizards documented Starter Kits, Bundles, Scene Boxes, Set and Draft Boosters, Prerelease Packs, and Collector Boosters, as well as the four Commander decks. These are product categories in the release, not a statement about current stock or prices.

For a specific card, browsing the gallery first is more direct than choosing a randomized pack: establish its name, set code, and treatment, then use those details to identify a single-card listing. The cited official sources describe product contents and categories, but do not establish present-day retailer availability or prices.

What formats are LTR cards legal in?
Wizards’ release notes list LTR-coded cards as legal in Modern, Commander, Legacy, and Vintage. That is the release’s documented format-legality information; legality and banned lists can change, so verify a card against the current format pages before using it in a deck. For cards appearing in The List, their own usual legality applies rather than a new status conferred by The List.
