The official investigations established what happened at the Route 91 Harvest Festival and concluded that Stephen Paddock acted alone, but the FBI found no single or clear motivating factor. That conclusion addresses motive; it does not settle every question about the event’s chronology, security, legal accountability, or survivors’ needs for recovery and support.
What happened at the Route 91 Harvest Festival?
On October 1, 2017, Stephen Craig Paddock fired into the crowd at the Route 91 Harvest Festival in Las Vegas from a room on the 32nd floor of a nearby hotel. The FBI’s active-shooter summary places the start of the shooting at 10:08 p.m. The FBI’s historical timeline says 60 people were killed and more than 400 were injured; those are the figures in that FBI account, rather than a combined total from different sources or counting methods. For the police account of the incident and its documented chronology, LVMPD’s Force Investigation Team criminal investigative report is the primary record. The department’s high-profile public-records portal is its official route to incident records. A recollection or allegation should not be treated as an investigative finding unless the record supports it.
What did investigators conclude about the shooter and motive?
The FBI says it supported the investigation and concluded in 2019 that Paddock acted alone, with “no single or clear motivating factor.” That is the FBI’s conclusion—not an explanation of why he carried out the attack. The finding leaves motive unresolved; it should not be recast as proof that there was no motive or that every question about the attack has been answered. FBI historical timeline

The FBI’s summary of its conclusion and LVMPD’s detailed criminal investigative report serve different purposes. The former states the federal finding about the shooter and motive; the latter documents the police investigation and chronology. Neither, by itself, answers every question about civil responsibility, survivors’ experiences, or ongoing recovery.
Why can survivors still seek answers after an investigation?
“Answers” can refer to distinct things: how the attack unfolded, what investigators could establish about motive, whether security measures were adequate, who should be held legally responsible, and what assistance survivors and families need. Findings about one of those subjects do not automatically resolve the others.

In the immediate aftermath, Route 91 Harvest said it had “little in the way of answers,” according to TIME’s reporting at the time. That was the festival organizer’s contemporaneous statement, not a survivor’s account and not a description of what survivors think today. TIME’s report on the festival’s response
What did the civil lawsuits allege?
Survivors and families pursued civil litigation involving MGM Resorts International, festival promoters, and Paddock’s estate. Plaintiffs alleged that venue and festival security were inadequate; those claims are allegations, not findings established merely by being filed. TIME reported that MGM invoked protections under the federal SAFETY Act in its litigation. A party’s legal defense is not itself a court ruling.

The cited TIME coverage describes litigation at the time it was published. It does not establish the current disposition of every lawsuit. Contact details, hours, and eligibility can change; check the department page directly for current information before visiting or relying on a service.
TIME historically reported that survivor and attorney Brian Claypool co-founded Route91Strong, described as a nonprofit offering financial assistance and emotional support to survivors. What does the Route 91 memorial represent?
Clark County describes the permanent 1 October memorial as a place to remember those killed, honor survivors and first responders, and recognize community resilience.
