Josiah Harlan, a Pennsylvania-born American, gained a place in Maharaja Ranjit Singh’s Lahore court through medical work, then held administrative posts and undertook diplomatic assignments. His path ran from Afghanistan’s political struggles to service under the Sikh ruler—and later back to Afghanistan, where he assisted forces preparing to fight the Sikhs. The record shows a capable, mobile adventurer, but Harlan’s own grand claims and later accusations call for care when describing his role.

Who was Josiah Harlan?

Born in 1799 in Newlin Township, Chester County, Pennsylvania, Harlan was raised by Quaker parents. He left the United States for South Asia and became involved in the shifting politics of Afghanistan before arriving at Ranjit Singh’s court. His career crossed borders and employers at a time when regional rulers recruited foreign specialists for military, medical, and diplomatic work.

Harlan’s reputation is difficult to separate from his own accounts. His memoir, A memoir of India and Avghanistaun, published in 1842, is a first-person source, not a neutral record. The Library of Congress notes that Harlan’s memoir and newspaper interviews helped stir American interest in Afghanistan and the war then underway. Its catalog record is available from the Library of Congress.

How did Harlan reach Ranjit Singh’s court?

In 1827, Harlan left Ludhiana for Peshawar and Kabul in connection with Shah Shuja al-Mulk’s effort to regain power. The account of this journey describes him traveling in disguise. Harlan also made claims about the titles and commission he received from Shah Shuja; those claims should be treated as his account unless independently corroborated.

Harlan reached Lahore in 1829, introduced to Ranjit Singh through the French officer Jean-François Allard. Ranjit Singh was wary of Englishmen because of the East India Company’s designs, even as he employed foreign officers and specialists. Harlan initially declined a military command and instead offered medical services to the Maharaja. That work gave him access and helped establish a relationship that led to administrative appointments.

What responsibilities did he hold?

In December 1829, Harlan received a reported governorship over Nurpur and Jasrota, territories annexed by Lahore. These relatively small districts were a test of his administrative ability, rather than evidence that he was the ruler’s principal adviser. He later governed Gujrat—the Punjab city and region, not the modern Indian state of Gujarat—and took part in diplomatic dealings with Afghan leaders, including an assignment involving Sultan Mohammad Khan.

These appointments support describing Harlan as an administrator and envoy in Ranjit Singh’s service. “Trusted administrator,” however, is a useful description of his access and responsibilities, not a formal court title established by the available accounts.

Why was Harlan expelled from Punjab?

Harlan was expelled from Punjab in April 1836. Later accounts, including a recollection attributed to John Martin Honigberger, accused him of forging coins while presenting his work as alchemy. The available evidence does not establish this allegation as a judicial finding or prove it was the sole cause of his expulsion. It is more accurate to keep the accusation and the documented expulsion distinct than to present a disputed explanation as settled fact.

How did his Afghan service change the story?

After leaving Punjab, Harlan entered the service of Dost Mohammad Khan in Afghanistan. A U.S. government publication says he helped prepare Afghan infantry for the Battle of Jamrud and for the defense of the Khyber Pass against Ranjit Singh’s forces. The shift is striking: Harlan had served the Sikh ruler and later helped prepare forces opposing him. It also reflects how foreign specialists could move between competing courts as political circumstances changed.

How should readers assess accounts of Harlan?

  • Harlan’s memoir: Valuable as a first-person account of his travels and ambitions, but shaped by his own perspective and self-presentation.
  • Contemporary observers: Useful for accounts of court life and reputation, while still requiring attention to who reported a claim and how close they were to events.
  • Later biography: Ben Macintyre’s The Man Who Would Be King: The First American in Afghanistan (2008) offers a modern account of Harlan’s life.

Read claims about royal honors, grand plans, and misconduct with attribution. The firmer outline is already consequential: Harlan built access through medicine, held governorships and diplomatic responsibilities under Ranjit Singh, was expelled in 1836, and later worked for Dost Mohammad against Sikh forces.
