Yes. Treat UNDERTALE music as copyrighted and permission-dependent. Toby Fox’s official policy says not to reupload the soundtracks, limits commercial use of sound effects and heavy sampling, and sets out specific routes for selling cover songs and sheet music. It also distinguishes permitted fan performances from for-profit performances that need a license. The policy is not blanket clearance for every video, livestream, or commercial use.
What the official policy expressly allows and restricts
The official UNDERTALE help page gives guidance for several distinct uses. It says, “Please don’t re-upload the soundtracks anywhere,” and asks people not to use sound effects in commercial works or heavily sample pieces of the songs.

Reuploading tracks, videos, and samples
The policy directly says not to reupload the soundtrack. It also restricts sound-effect use in commercial works and heavy sampling. Do not treat buying or downloading the soundtrack as permission to redistribute it, sync it to content, or reuse its audio. The policy does not provide detailed rules for every video or other online format.
Selling a cover song
The policy says cover songs may be sold if “licensed appropriately through Materia Music,” and explicitly excludes remixes and samples from that permission. Check Materia Music’s current terms for the specific release before distributing a cover; the stated route for covers does not clear a remix or sample-based work.

Making or selling sheet music
The policy permits making sheet music for free and says sheet music may be sold through ArrangeMe. Use that named route for a sale and confirm its current terms.
Performing the music live
The policy permits performances at conventions, concerts, and schools. It says for-profit ventures, giving an orchestra as an example, need a license. It does not detail every venue, recording, or jurisdictional condition, so confirm what applies to the actual event.
What about YouTube, livestreams, podcasts, or game streams?
The official policy does not spell out detailed permissions for these formats, including monetized videos, livestreams, podcasts, or game streams. Its silence is not permission. If your intended use is not expressly covered, seek confirmation from the relevant rights holder or licensing route before relying on the music. This is especially important for a commercial project or one that incorporates the audio itself.
Does buying the soundtrack give reuse rights?
The help page says buyers of the Game + Soundtrack bundle can download the soundtrack separately from the game. That describes access to an audio file, not permission to reupload or reuse it. The official product site also lists game editions, but owning the game or soundtrack is not described as clearance for using its music in another work.

No. The help page is the creator’s published policy, not a complete license agreement or jurisdiction-specific legal opinion. Its FAQ section is labeled “last updated Jan 29 2019”; the music-policy section has no separate update date in the page text. Check the live official policy and the relevant licensing service’s current terms before acting, particularly if the planned use is not one of the cases the policy addresses.
