No evidence in the cited coverage shows Luan Santana received R$4.1 million. That figure was the amount reportedly approved for fundraising for a proposed tour, not money shown as raised or paid. In November 2018, Santana said the project had been abandoned and archived in 2016 without funds being captured or used. That account is his public statement, as reproduced by contemporary reports—not an independent audit of the project’s finances.
What was approved—and what was not
The project was O Nosso Tempo É Hoje – Parte II, a proposed tour submitted by LS Music in 2014 and planned for 15 cities, according to VEJA’s November 2018 report. The report said the project was approved to seek R$4.1 million through the Lei Rouanet’s fiscal-incentive mechanism. It did not say that R$4.1 million was received.

That distinction matters. The Ministry of Culture explains that technical approval comes before fundraising: the proponent must then seek the necessary support from individuals or companies willing to back the project. Approval to raise funds is therefore not proof that a project secured them. The ministry’s current explanation describes the program today; it should not be treated as a detailed account of every rule that applied to this project in 2014–2016.
VEJA reported that the proposed support would have come from companies interested in backing the tour in exchange for a tax incentive. The reported R$4.1 million was the approved fundraising target, not an amount documented as paid to Santana or his company. What Santana said about the project
In a video and public statement reported on November 5–6, 2018, Santana denied receiving or using Lei Rouanet funds. Metro1 quoted him saying, “A gente nunca pegou nem um centavo da Lei Rouanet” (“We never took even one cent from the Lei Rouanet”).
VEJA reproduced his statement that LS Music abandoned the project and requested its closure and archival in 2016, “sem que tenha sido captado ou utilizado qualquer recurso” (“without any resources having been raised or used”). This is the artist’s account as reported at the time. The cited material does not include a complete financial audit or transaction ledger independently verifying every receipt and expenditure.

How the controversy unfolded

What the congressional record does—and does not—establish
The Câmara dos Deputados record identifies L S Music Produções Artísticas Ltda. as the proponent and gives the project identifier PRONAC 147328. It records a request to invite company representatives to explain the proposal to the Lei Rouanet CPI; the request was approved. That procedural record is not a finding that Santana received funds, misused them, or committed wrongdoing.

What the Lei Rouanet process means here
Law 8.313/1991 established the Programa Nacional de Apoio à Cultura (Pronac). Under its best-known fiscal-incentive mechanism, a cultural project can receive technical approval and then seek support from willing individuals or companies. The Ministry of Culture distinguishes sponsorship, which can provide promotional association with a project, from donations, which do not offer a brand return; tax deductions are subject to applicable rules and limits.
For this case, the practical point is narrower: project approval allowed LS Music to pursue fundraising, but by itself it does not show that fundraising succeeded. The Ministry of Culture’s Lei Rouanet explainer describes the current program and its approval-then-fundraising sequence.
