What happened during the shutdown?
In late March 2026, photographs showed Graham at Walt Disney World in Florida carrying a bubble wand and riding Space Mountain. The Guardian reported on March 31 that the partial DHS shutdown had entered its seventh week, with employees going without pay. The Associated Press reported on April 1 that the images had gone viral as part of TMZ’s coverage of lawmakers traveling during the shutdown and congressional recess. The Guardian’s report and AP’s report described the photographs and context.
The Guardian reported that TMZ’s photos of Graham had been viewed more than five million times on X. That figure refers to the views reported on X, not the total reach across platforms. The Daily Beast described the trip in its headline and deck as a three-day getaway; that characterization is the publication’s, not an independently established itinerary.
What did Graham say about the trip?
Graham said he had been in Florida for a meeting with Trump administration officials and went to Disney World afterward to meet friends. In a fuller statement reproduced by The Daily Beast, he said: “I was invited to a meeting in South Florida on Friday with Trump official Steve Witkoff and others to talk about the possibility of normalization between Saudi Arabia and Israel. I went to Orlando to meet friends after. I’m already back in South Carolina.”

The Associated Press also reported Graham’s explanation that he had traveled to Florida for a meeting and then stopped at the park with a friend. Those are Graham’s accounts of his itinerary; the reports do not independently establish his travel purpose.
His response to the funding criticism
Graham defended himself by saying, “I voted seven times to fully fund the government. Call a Democrat,” a line reported by The Guardian and reproduced in the Daily Beast statement. The sources establish that he made the claim; they do not independently verify the number of votes.
The bubble wand explanation came later
In an April 30 report, The Independent reported a separate explanation from Graham: he said he had bought the bubble wand for “a friend’s girl.” This later account addressed the prop in the photographs, rather than replacing his initial explanation of why he went to Orlando.

The criticism focused on the contrast between lawmakers’ travel during recess and DHS employees missing paychecks during the funding impasse. TMZ invited people to send photos of politicians “on vacay as TSA officers suffer,” and its coverage included lawmakers from both parties. AP reported that the resulting images and videos had drawn millions of views and added pressure on Congress to cut short its recess.

Meghan McCain criticized Graham in a statement quoted by the Daily Beast: “South Carolina is a very proper, cultured, extremely influential and important state in American politics – they can do so much better than Lindsey Graham holding a bubble wand at Disney World to represent their state.” That was McCain’s opinion, not evidence of a broader consensus among South Carolinians.
TMZ executive producer Harvey Levin described the outlet’s motivation to AP this way: “It outraged us so much we wanted to use our platforms to show how Congress — Dems AND Republicans — have betrayed us.” His comment characterized TMZ’s campaign, which covered lawmakers from both parties.
